The Data Governance Analyst is a senior business analysis and facilitation resource supporting enterprise data governance initiatives for the Virginia Department of Behavioral Health and Developmental Services (DBHDS). This CDC-funded contract role focuses on integrating people, processes, policies, and technology to establish repeatable, sustainable, and measurable governance processes. The analyst works with data owners and stewards, business units, enterprise architecture, engineering, security, analytics teams, and external partners. The position analyzes complex business and data-management challenges; interprets policies and standards; elicits requirements; and translates organizational needs into workflows, procedures, decision frameworks, and operational controls. It supports data quality, access governance, data sharing, enterprise data integration, and data product requirements, facilitating cross-functional collaboration and implementation of governance decisions. The role emphasizes governance strategy, stakeholder facilitation, operational process design, and organizational adoption rather than hands-on application development, while requiring sufficient technical data knowledge to assess governance issues and work effectively with technology teams. This is a hybrid contract position in Richmond, Virginia. The analyst must work on-site in Richmond two days per week, with remote work on remaining scheduled workdays subject to agency requirements. Candidates must physically reside in the United States throughout the assignment and be available for a follow-up in-person interview if requested. The stated assignment dates are November 16, 2026, through November 30, 2027. The pay range is $44–$64 per hour.
