About The Position

Hybrid/Local Data/Cloud Architect with Azure/AWS, AGILE, Data Lakes, Data Auditing/Sharing/Reporting/Warehouse, DBA, ETL/ELT, Golden Record Management, Information Architecture, HA, MDM, and healthcare experience. This role involves defining and overseeing data architecture and implementation for diverse business projects, ensuring alignment with TennCare Enterprise Architecture. The architect will work on solutions across various projects, including data strategy, database architecture, conversion, data auditing, ETL pipelines, data warehousing, reporting, data modeling, and master data management across cloud and on-prem systems. The position requires technical leadership, guiding teams through all phases of application data modeling and handling, and partnering closely with Security, Infrastructure, DevOps, Developers, and Scrum teams. Responsibilities include responding to technical issues, ensuring proper documentation, maintaining system security and compliance (PII, HIPAA, SOX), identifying dependencies, assessing migration feasibility, and developing migration roadmaps. The role also involves offering guidance on bulk data transfers, cloud application deployments, and demonstrating leadership by backing decisions with research and articulating options, pros, and cons. The architect will manage day-to-day activities across multiple projects, foster collaboration, and research/propose cost-effective, efficient, and maintainable solutions. Analysis of existing practices and technologies to identify areas for improvement is also a key aspect.

Requirements

  • Bachelor's degree in Computer Science, Computer Engineering, Information Technology, or relevant field.
  • 8+ years of experience in designing, executing, and supporting data initiatives (Database Administration, Data Auditing, Conversion, Golden record management, Logical and Physical models, etc.) and data analytics projects (ETL/ELT, Datawarehouse, Data sharing, and Reporting)
  • 5+ years of experience in Enterprise, Integration, and Information architecture design.
  • 5+ years of experience in designing and developing cloud data applications on one of the public cloud platforms.
  • Experience architecting highly available systems that utilize load balancing, horizontal scalability, and high availability.
  • Good understanding of security best practices.
  • Experience in a broad set of technologies related to Data and IT infrastructure.
  • Effective communication skills (written and verbal) to properly articulate complicated reports to management and other IT partners.
  • Experience managing the application/data analytics delivery process is a plus.
  • Experience working in a healthcare environment is preferred.
  • Experience equivalent to fifteen (15) or more years of qualifying professional experience in positions associated with designing/architecting IT solutions or systems, designing and/or implementing Cloud Infrastructure, managing IT projects, managing Cloud Infrastructure, and managing teams.

Responsibilities

  • Define and oversee Data architecture, implementation for diverse business projects, and ensure alignment with TennCare Enterprise Architecture and overall solution.
  • Work on solutions across a diverse range of projects, which can include data strategy, database architecture, Conversion, data auditing, ETL pipeline, Data warehousing, Reporting, Data Modeling, Master Data management across Cloud and On-Prem systems leveraging modern technologies.
  • Technical knowledge of all phases of application data modeling, data handling, and analytical insights and responsible to guide teams across all phases.
  • Work as a technical leader alongside the Implementation Vendor and TennCare Teams partnering closely with Security, Infrastructure, DevOps, Developers, and Scrum teams.
  • Respond to technical issues in a professional and timely manner.
  • Ensure proper documentation of design and work with business partners to design and implement solutions to meet architecture standards.
  • Ensure systems security and compliance with PII, HIPAA, SOX, etc.
  • Identify dependencies and common components, assess migration feasibility, and develop a migration roadmap.
  • Offer guidance in techniques including bulk data transfers into/off the cloud, and deployment of Greenfield and Brownfield applications to cloud environments.
  • Demonstrate leadership ability to back decisions with research and the "why," and articulate several options, the pros and cons for each, and a recommendation.
  • Effectively manages day-to-day activities across multiple projects.
  • Strong ability to see the 'big picture and ability to implement strategies that align for success in meeting TennCare goals.
  • Fosters collaboration with vendors, technical teams, and business customers by listening to concerns and needs.
  • With this understanding, as well as the TennCare environment (architectural, political, structural), research and propose more cost-effective, efficient, and maintainable new solutions and approaches to business and technical problems.
  • Analyzes existing practices and technologies to isolate areas ripe for improvement or enhancement.
