Requirements

  • Minimum of one year of relevant experience and applicable degree or credential requirements.
  • B.S. degree in Marine Biology, Fisheries Biology/Management, or a related field.
  • Strong SQL experience.
  • Interest in fisheries science and fisheries management.
  • General knowledge of marine mammal, sea turtle, and seabird identification and sampling procedures.
  • Ability to perform at-sea observer-related duties.
  • Mentoring training or experience.
  • Conflict resolution training or experience.
  • Experience with program planning and management in a team environment.
  • Experience developing performance metrics and milestones.
  • Ability to work with diverse interagency teams.
  • Excellent verbal and written communication skills.
  • Ability to communicate effectively in both office and field environments.
  • Experience working with marine fisheries information programs or other science-based programs.
  • Proficiency with Microsoft Office software.
  • Proficiency with Google Workspace applications.
  • Ability to represent NEFOP and NOAA programs in conversations with industry participants and stakeholders.
  • Ability to go to sea and perform the duties of a fisheries observer, including working flexible work/sleep schedules, repeatedly lifting a minimum of 50 pounds, and working effectively with the fishing community under difficult conditions.

  • Applicable NOAA IT Security, NOAA Safety, Records Management, workplace safety/security, and other required NOAA/DOC training.

Responsibilities

  • Review data audits and tests for all observer and Electronic Monitoring trips and make corrections as necessary within established timelines, unless otherwise directed by the Data Quality Program Manager.
  • Assist with the development of new data audits and tests.
  • Conduct research on the nature of database errors and make recommendations for corrections.
  • Perform database queries designed to identify individual error projects.
  • Assist data processing staff with associated tasks, including occasional informal data requests.
  • Assist with database migration projects and associated research.
  • Keep the Data Quality Program Manager and Data Quality Specialist informed of important or controversial data, data quality, and compliance issues.
  • Attend and participate in DPP and DQT meetings.
  • Assist with manual changes by reviewing and commenting on changes as they relate to observer protocols.
  • Assist in tracking the certification of newly trained observers.
  • Assist in tracking priority trips, late trip submissions, and training trips and notify appropriate Observer Program staff of pending issues as needed.
  • Document changes to observer protocols as they arise.
  • Assist in the training of newly hired Data Debriefers and other Data Quality staff.
  • Deploy as needed on shadow trips, trip trainer trips, and probation/priority Data Quality trips.
  • Provide observers with guidance for data quality improvement when necessary.
  • Edit observer trip data, including paper logs and electronic data.
  • Review Electronic Monitoring videos and assist with other data quality projects as needed.
  • Provide instructions, procedural interpretation, and guidance, both in person and through documentation, to new debriefers, auditors, and other Data Quality staff as needed.
  • Review and resolve audits from fisheries trip data within established program timelines.
  • Complete Electronic Monitoring reviews within 60 days of primary review submission, unless otherwise directed by the Data Quality Program Manager.
  • Develop written recommendations for changes and improvements to data and sample collection procedures and protocols, as required.
  • Provide information supporting the monthly progress report, including accomplishments, issues encountered, travel, action items, and recommendations.
  • Train new debriefing staff and provide procedural guidance to new debriefers, auditors, and other Data Quality personnel.
