About The Position

King County Metro Transit’s Rail Division is seeking a collaborative and solutions-oriented Data & Technology Manager (Project/Program Manager IV) to lead the Data, Analytics & Technology Services function within the Performance Strategy team. Reporting to the Performance Strategy Manager, this position serves as the primary lead for this function within the Division. The Data & Technology Manager (PPM IV) partners closely with the Performance Strategy Manager to translate divisional priorities and strategic direction into operational analytics, reporting, technology implementation, and business process improvement initiatives. This role is responsible for coordinating day-to-day execution, managing functional workstreams, leading organizational modernization efforts, and implementing activities within the Data & Technology function. This position supervises a team of Functional Analysts and serves as a bridge between strategic priorities, operational/maintenance needs, and technical solution delivery by helping convert business objectives into actionable workplans, reporting tools, analytics products, and technology-supported improvements. About the Performance Strategy Team The Rail Division’s Performance Strategy team has three functional areas: Data, Analytics & Technology Services – operational analytics, enterprise reporting, dashboards, business systems support, and technology coordination; Priority Project Management – cross-functional project delivery, strategic initiatives, and organizational improvement efforts; and Continuous Improvement – operational process improvement, workflow optimization, and employee-driven improvement initiatives. About King County Metro Transit's Rail Division King County Metro's Rail Division manages and maintains Sound Transit's Link Light Rail, a growing network spanning 60 miles and serving 38 stations across the Puget Sound region. Requirements

  • Ten (10) years of progressively responsible experience in analytics, business intelligence, performance reporting, technology coordination, program management, and related support functions/experience.
  • At least five (5) years of experience supervising or leading professional staff, preferably in analytics, reporting, business systems support, project coordination, or improvement work.
  • Understanding of the full systems/software development life cycle (planning, requirements, design, implementation, testing, training, deployment, and maintenance).
  • Strategic Leadership & Facilitation: Ability to translate strategic direction into executable workplans, team priorities, and deliverables.
  • Comfortable working in environments with evolving priorities, ambiguity, and changing needs.
  • Ability to support and extend the capacity of the direct supervisor by coordinating day-to-day team operations and ensuring alignment with strategic priorities.
  • Ability to support leadership priorities, coordinate cross-functional efforts, and maintain alignment with divisional direction.
  • Analytics, Reporting, and Technology: Ability to analyze information and communicate findings clearly to stakeholders.
  • Understanding of operational reporting practices, performance measurement concepts, and technology coordination.
  • Experience supporting technology implementation, business systems, or process improvement efforts.
  • Experience completing comprehensive testing and validation of data, reports, and technology systems.
  • Understanding of the full systems/software development life cycle (planning, requirements, design, implementation, testing, training, deployment, and maintenance).
  • Tools & Systems: Advanced proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Teams, and SharePoint.
  • Experience with reporting tools, analytics systems, project tracking tools, or operational technology platforms.
  • Experience with Power BI, Power Automate, and Power Apps.
  • Experience writing complex Microsoft SQL Server queries.

Responsibilities

  • Lead and guide a team to deliver analytics, reporting, and dashboard solutions supporting divisional performance management and decision-making.
  • Translate strategic business needs into reporting requirements, analytics solutions, technology enhancements, and functional workplans.
  • Coordinate development and maintenance of dashboards, KPIs, reports, and reporting tools.
  • Identify trends, risks, and improvement opportunities through data analysis and reporting activities.
  • Partner with the Performance Strategy Manager and divisional leadership to identify improvement opportunities and support implementation of technology-enabled solutions.
  • Coordinate implementation and support for technology solutions and business systems supporting Rail Division functions.
  • Research and recommend tools, automation opportunities, and improvements.
  • Partner with IT teams at King County and Sound Transit, vendors, consultants, and stakeholders to implement, enhance, and maintain systems and reporting platforms.
  • Support user adoption, training coordination, documentation, and process standardization associated with technology initiatives.
  • Manage and coordinate multiple concurrent analytics, reporting, and technology-related initiatives.
  • Monitor project schedules, deliverables, risks, dependencies, and activities.
  • Prepare reports, presentations, recommendations, and briefing materials supporting divisional management and needs.
  • Support implementation of improvement and modernization initiatives established by divisional leadership and the Performance Strategy Manager.
  • Supervise and develop a team of Functional Analysts supporting analytics, reporting systems, dashboards, business process analysis, and technology solutions.
  • Provide coaching, mentorship, workload management, and professional development support to assigned staff.
  • Foster a collaborative, customer-focused, and solutions-oriented team environment.
  • Facilitate meetings and information flow between operational, maintenance, technical, and administrative staff.
  • Partner with Priority Project Management and Continuous Improvement staff to support coordinated organizational improvement efforts.
  • Perform other related duties as assigned, including special projects and emerging needs.
