ICF seeks a Data and Quality Manager to support a nationwide legal services program serving Unaccompanied Alien Children (UAC) across the United States. Reporting to the Deputy Director of Operations, this position will lead the Data and Quality Team and oversee data collection, quality management, reporting, performance monitoring, compliance tracking, and continuous quality improvement (CQI) activities supporting the contract. The Data and Quality Manager serves as a key member of the project management team and collaborates closely with operations staff, legal service providers, technology teams, subcontractors, and federal stakeholders to ensure accurate, timely, and actionable data are available to support program oversight, contract compliance, and service delivery improvement. The Data and Quality Manager will oversee implementation and ongoing administration of LegalPath, the project's centralized case management and reporting platform, and ensure compliance with federal reporting requirements, data quality standards, quality assurance processes, and performance management expectations. As part of this position, the manager will develop dashboards, reports, analyses, and performance monitoring tools that transform complex operational, service delivery, quality, and outcome data into actionable insights that support decision-making, improve program performance, and strengthen service quality nationwide.
