About The Position

King County's Department of Community and Human Services (DCHS) is seeking internal King County applicants for two Special Duty Assignments (SDA) as Data & Evaluation Managers. One position will support the Housing and Community Development (HCD)'s Housing Stability & Major Initiatives, focusing on performance measurement and routine reporting for homeless response system changes. The other position will support the Behavioral Health and Recovery Division's (BHRD) King County Integrated Care Network (KCICN), focusing on performance measurement and routine reporting for behavioral health system changes. Both roles involve leading a team of Evaluators and Data Scientists within the Performance Measurement and Evaluation (PME) Unit, which is comprised of skilled professionals in quantitative and qualitative evaluation methods, data resource development, management, and visualization. These SDAs are open only to King County DCHS Career Service employees who have passed their initial probation and are anticipated to end in February 2027, subject to change.

Requirements

  • Demonstrated direct work experience (typically 4+ years) in performance measurement and evaluation.
  • Demonstrated experience in performance measurement and/or evaluation of housing stability programs OR behavioral health programs.
  • Experience with data management, analysis, and visualization tools such as SQL, R, and/or Tableau.
  • Demonstrated knowledge of quantitative analysis principles and methods; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
  • Strong oral and written communication skills, including the ability to present findings clearly to a variety of non-technical audiences.
  • Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.
  • Deep knowledge of equity and social justice principles and practices; lived experience with and/or understanding of the effect of place-, race- and policy & systems inequities on communities and populations.
  • Strong problem solving and interpersonal skills, including the ability to maintain collaborative relationships as part of a team and navigate multiple competing needs.
  • King County DCHS Career Service employees who have passed their initial probation.

Nice To Haves

  • Preference for experience working with large administrative data systems, especially Homeless Management Information System (HMIS) OR those containing health or behavioral health claims or encounter data.
  • Knowledge of homeless response system and related reporting requirements OR behavioral health service delivery systems highly desirable, including experience working withing the behavioral health delivery system as a provider or lived experience with behavioral health system services.
  • Familiarity with common measurement constructs for homeless response system performance, particularly HUD-defined system performance measures.
  • Familiarity with Medicaid-funded behavioral health services and associated reporting requirements and payment models.
  • Familiarity with common measurement constructs for measurement of Medicaid-funded services, including HEDIS measures.
  • Recent experience in supervising staff OR providing functional leadership, mentorship, and/or task supervision to technical professionals.

Responsibilities

  • Scoping new metrics and analyses.

  • Maintaining routine operational reporting for funding sources.
  • Developing monitoring tools in response to leadership priorities.
  • Centralizing reporting, documentation, and performance measures.
  • Applying an evaluative lens to required operational activities.
  • Overseeing pilot evaluations of new programs.
  • Developing monitoring tools to capture network changes for revenue.
  • Guiding modeling and sensitivity analysis for system changes.
  • Maintaining routine operational reporting for performance incentive payments to providers.
  • Developing and introducing new metrics and associated incentives.
  • Directing and coordinating performance measurement and evaluation activities.
  • Working in partnership with respective Division Leadership and other agencies.
  • Overseeing the development and maintenance of dashboards and other data products.
  • Overseeing the development and design of evaluation projects.
  • Performing and supporting analysis and interpretation of data using appropriate statistical methods, data manipulation tools, and an equity lens.
  • Developing and/or reviewing performance monitoring reports, dashboards, presentations, and other visual representations of data.
  • Presenting or leading discussions on relevant data, dashboards, and evaluation findings.
  • Participating in selected team, work group, division, and department meetings.
  • Communicating complex issues for decision-makers without use of technical or evaluation jargon.
  • Managing a team of evaluators.
  • Providing task supervision, ongoing professional development, and performance appraisals.
  • Leading work planning and prioritization.
  • Developing new procedures/processes for standardization of pipelines and tools, consistent documentation, regular code review, and cross-training.
  • Contributing to the development of a cohesive unit-wide culture and shared work processes.
