About The Position

New York State Homes and Community Renewal (HCR) is seeking a Data Analyst to support the Office of Resilient Homes and Communities (RHC). This role combines data science, spatial data analysis (GIS), and policy research to enhance reporting, decision-making, and program quality. The Data Analyst will report to the Director of Research and Data, assisting with spatial and quantitative databases, updating the federal Disaster Recovery Grants Reporting (DRGR) system, and producing various data visualizations and reports. This position offers an excellent opportunity for an early-career professional to gain experience in disaster recovery policy, data integrity, and public sector data analysis.

Requirements

  • Bachelor’s degree in GIS, Geography, Urban Planning, Public Policy, Statistics, Computer Science, or a related field.
  • 2 years professional experience in an analytic role.
  • Demonstrated experience using Esri ArcGIS 10.x, ArcGIS Online, ArcGIS Server, Model Builder, R and basic python programming.
  • Excellent oral, written, and quantitative skills.
  • Exceptional problem-solving abilities.
  • Exceptional ability to use data to make decisions.
  • Expertise in the use of Microsoft Office products, specifically Excel and Access.
  • Ability to work in a flexible, fast paced, mission driven environment.
  • Four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree.
  • J.D. or master’s degree may substitute for one year of specialized experience.
  • Ph.D. may substitute for two years of specialized experience.

Nice To Haves

  • Knowledge of public policy in areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is preferred.
  • Experience distilling quantitative and qualitative policy analysis into written descriptions such as briefs, memos, etc.

Responsibilities

  • Assist in the development, update, and maintenance of performance management reports, dashboards, and ad hoc data analyses to support program operations.
  • Maintain Esri ArcGIS software/ArcGIS Online platforms, perform basic spatial analyses, and create maps and graphs for internal and external stakeholders.
  • Input, track, and verify service areas and program data within New York State’s internal systems and the federal Disaster Recovery Grant Reporting (DRGR) system to ensure accuracy.
  • Document data methodologies, maintain Standards of Procedure (SOPs) for federal reporting, and perform routine data cleaning and quality control.
  • Provide analytical and research support for ongoing projects evaluating the impact of RHC programs on New York State residents.
  • Coordinate with internal program teams and external partners to share, transfer, and package data for reporting and research needs.
