Regulatory Specialty Data and Analytics (RSDA) is a division within the Office of Data, Analytics, and Performance (DAP). RSDA provides analysis, data visualization, and reporting to support Health and Human Services Commission (HHSC) agencies in its stakeholders' operational and decision-making needs. Under the supervision of the RSDA PMA Manager, the Data Analyst V performs highly complex (senior level) data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for PMA. Work involves gathering and analyzing requirements, report design and implementation, and ongoing maintenance of existing reports and processes. The analyst will work with other RSDA staff as well as other HHSC staff to develop back-end tables and logic to drive reporting; create original programming logic and evaluate and/or modify existing programs to take into account changes in requirements; and will review work products developed by other analysts and to interact with agency Program staff, division managers, and/or other analysts to ensure requirements are met and that all work products are appropriately reviewed and validated. The analyst will prepare diagrams and logic flowcharts for detailed coding and for the documentation of programming work and may interact with staff from other agencies and outside entities as required to facilitate data collaboration, obtain required work products, or for consultation. The analyst will participate in system design meetings for new agency initiatives to ensure the agency’s ability to report applicable data. This position will produce concise, comprehensive technical reports presenting findings, identify alternatives, and recommendations for process improvement, and outline solutions to monitor and implement data quality. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
