About The Position

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Data Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Requirements

Highschool diploma or GED and twenty (20) years of relevant experience in data science, tool development, or a related functional area; OR
Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in data science, tool development, or a related functional area; OR
Master’s degree in a relevant field and ten (10) years of relevant experience in data science, tool development, or a related functional area.
Must be a United States Citizen
Must successfully complete a background investigation and a drug screen in accordance with all federal, state, and local laws.

Experience managing complex funding transactions for a Directorate.

Responsibilities

Lead contract administration support for SEA 05 PFO, PMO, and Contracting Officer’s Representatives (CORs) across multiple programs and projects.
Oversee funding documentation, obligations, expenditures, contract modifications, procurement actions, and budget execution tracking to ensure compliance, accuracy, and operational efficiency.
Analyze procurement requests, draft contract modifications, and provide recommendations to SEA 05 leadership, CORs, Program Managers (PMs), and Business Financial Managers (BFMs) regarding contract execution, acquisition strategy, and resource planning.
Manage Acquisition Demonstration (AcqDemo) transition support activities, including Position Requirement Document (PRD) standardization, workforce classification reviews, Compensation Management Spreadsheet (CMS) validation, and CAS2Net/CCAS administration.
Provide subject matter expertise for CAS2Net, CCAS, pay pool administration, workforce movement tracking, employee training, and Acq Demo policy implementation across SEA 05 organizations.
Support development and execution of AcqDemo communication plans, brown bag sessions, workforce training events, supervisory guidance, and employee transition activities to ensure successful workforce modernization efforts.
Assist the SEA 05 PFO and PMO with program and project planning oversight, including review of Task Planning Sheets, Budget Submittits, Program Objective Memorandum (POM) issue papers, milestone schedules, Integrated Master Schedules (IMS), acquisition plans, and installation program charts.
Monitor and assess program plans for compliance with applicable DoD, DON, FMB, SEA 01, and NAVSEA policy guidance, and recommend revisions where appropriate.
Support program budget review and coordination activities for the President’s Budget, DON, and Office of the Secretary of War (OSW) budget estimates, including analysis of submissions for accuracy, completeness, and content.
Assist with tracking budget execution activities and provide recommendations for revisions supporting timely budget formulation, execution, and financial reporting.
Support SEA 05 Risk Management and Internal Control (RMIC) efforts, assessable unit reviews, Statement of Assurance preparation, program execution reporting, and program health assessments.
Develop and recommend improvements to program management tools, performance metrics, reporting methods, portfolio management processes, and workforce planning initiatives across SEA 05.
Perform related duties as assigned.
