About The Position

This position will report to Data Analyst III within the Department of Human Services’ Information Management (IM) team. The Data Analyst I is responsible for conducting full lifecycle activities of data analytics, including requirements and design, data cleaning, developing analysis and reporting capabilities, linking databases and datasets, and continuously monitoring performance and quality control plans to identify improvements in models. The role involves working under general supervision with latitude for independent judgment and initiative, and may involve coordinating and reviewing the work of subordinates.

Requirements

  • Thorough knowledge of data models, regression analysis, database design development, data mining and segmentation techniques.
  • Thorough knowledge of sophisticated reporting packages, databases and programming.
  • Working knowledge of statistical methodologies and techniques utilized for analyzing large datasets.
  • Ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to conduct queries, draw conclusions, prepare written reports and present findings in a clear and concise manner.
  • Ability to establish and effective working relationships with state and municipal officials, superiors, subordinates and the public.
  • Graduation from a four-year college of recognized standing with a Bachelor’s Degree in Mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis.
  • Employment in a professional capacity as a data analyst or in a technical capacity involving computational emphasis or data analysis.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Nice To Haves

  • Strong fundamental understanding of relational database concepts (RDBMS) preferred, including querying databases, inserting/updating data, window vs aggregate functions.
  • Familiarity and experience with state government benefit programs, including the Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance for Needy Families (TANF), Child Care, Medicaid and others.
  • Intermediate to advanced skillset in Microsoft Excel; ability to effortlessly manipulate, clean, and visualize data in Excel using code, etc.
  • Intermediate/Expert understanding of Oracle/SQL querying preferred.
  • Knowledge of general best practices for data analytics and data management.
  • Familiarity and experience with data visualization tools, mainly Tableau.

Responsibilities

  • Conducting full lifecycle activities of data analytics to include requirements and design, data cleaning, developing analysis and reporting capabilities, linking databases and datasets, and continuously monitoring performance and quality control plans to identify improvements in models.
  • Assuring the integrity of project data, including data extraction, storage, manipulation, processing and analysis.
  • Querying and interpreting data, analyzing results using statistical techniques, developing predictive models using administrative datasets and providing ongoing reports.
  • Acquiring data from primary or secondary data sources and maintaining databases/data systems.
  • Providing data visualization and presentation of analytical findings to program owners and other stakeholders.
  • Identifying, analyzing, and interpreting trends or patterns in complex datasets.
  • Linking databases and datasets to generate integrated datasets.
  • Filtering and “cleaning” data, and reviewing computer reports, printouts, and performance indicators to locate and correct code problems.
  • Participating in ongoing decisions concerning data collections, study design, methodology, and data analysis.
  • Locating and defining new process improvement opportunities.
  • Coordinating and reviewing the work of subordinates as assigned.
  • Reviewing work in progress and upon completion for adequacy, propriety, technical sufficiency, and conformity with instructions.
