This position supports the working group, CDHS, DYS facilities, and all 23 judicial districts in implementing the mandates of HB23-1307 and HB25-1146. This position is responsible for the implementation and ongoing management of State of Colorado HB23-1307 and HB 25-1146. This position oversees the bed management of the state's 215 detention beds and the utilization of the newly formed "emergency detention beds". This involves updating operating procedures to utilize the emergency beds, communication with all 23 judicial districts, Trails and/or database modifications and development for reporting purposes within DYS and to the General Assembly. This position trains the state's screening teams and CYDC staff on required assessments for detention admission as well as CYDC safety training implementation. This position will be a subject matter expert on detention bed management, emergency beds as well as SME CYDC safety training. This position is a Senior Authority for the Colorado Youth Detention Continuum (CYDC). This position is critical to the implementation of work for detention screening and bed management. As a Senior Authority, this position directly influences management decisions within CDHS, at the state court administrator's office, local probation offices, courts, and state and county human services departments, and the Colorado Youth Detention Continuum. This position is responsible for interpreting statutes and determining access to "emergency beds". This position is responsible for reviewing available data within multiple databases in order to report on the availability of resources within the juvenile justice continuum. This position guides the working group and DYS in the implementation of operating requirements. This position guides decisions at the local level regarding the utilization of emergency beds. This position is responsible for maintaining regular contact with all 23 CYDC programs as well as juvenile courts regarding detention bed management, incoming intakes, and known discharges. This position is responsible for providing training to all 23 judicial district screening teams and CYDC staff on the application of the Colorado Youth Detention Screening Instrument (CYDSI), the Colorado Juvenile Risk Assessment (CJRA), HumanTrafficking Vulnerability Assessment (HTVA) and any other CYDC training needs. This position will continue the ongoing validation process on the CYDSI (Colorado Youth Detention Screening Instrument) consistent with C.R.S. 19-2.5-1404 with all associated reporting to the General Assembly. Provides backup support for the Interstate Compact on Juveniles office as needed.
