About The Position

Hoplite Group is seeking a Cyber Strategy Subject Matter Expert (SME) to support a U.S. Government building partner capacity effort focused on the development of a cybersecurity strategy, governance framework, and strategic implementation planning. The SME will advise senior leadership on cyber strategy, governance, risk management, and organizational development to strengthen cybersecurity capabilities and support long-term mission success. This is a part-time role with remote support (CONUS) and forward engagements (OCONUS) in selected partner nations as part of a U.S. Government advising effort. The level of effort is approximately 30 hours per month for non-travel months and 80-90 hours per month during engagement months, with approximately 6 engagements annually, every other month. The next engagement is scheduled for mid-July 2026. The objective is to support the development of a cybersecurity strategy, governance framework, and strategic implementation plan to strengthen cybersecurity capabilities, and to advise leadership on cyber planning, governance, and risk management to support long-term mission success and organizational resilience.

Requirements

  • Executive level professional experience performed at the E9/O6/GS-15 (or equivalent) level, leading policy and plans development in complex military or government cyber environments.
  • Experience as a senior strategic planner involving cyberspace planning and operations.
  • Experience developing and implementing cybersecurity policies, procedures, and guidelines to address organizational security requirements and regulatory compliance.
  • Awareness of strategies, programs, tools, and security procedures used to create and execute plans addressing priority cyber threats.
  • Experience analyzing military strategic plans from multiple sources, disciplines, and strategic contexts and drawing insights regarding implications.
  • Knowledge of strategy development and line of effort design to support planning, execution, and assessment.
  • Understanding of enterprise governance structures and processes, including oversight, executive management responsibilities, and reporting mechanisms related to cybersecurity.
  • In-depth knowledge of cybersecurity regulations, standards, and best practices.
  • Expertise in identifying, assessing, and managing cybersecurity risks, including understanding risk tolerance and implementing mitigation strategies within a defense environment.
  • Active U.S. Secret Security clearance.
