About The Position

PLEX Solutions, A Part of Markon is looking for a Cyber Budget Analyst to support a SETA Program in the Arlington, VA area. This role involves informing leadership on cyberspace operations resources and supporting the development and execution of U.S. Cyber Command's (USCYBERCOM) Program Objective Memorandum (POM) within the Department of Defense's Planning, Programming, Budgeting, and Execution (PPBE) process. The analyst will support Principal Cyber Advisor (PCA) initiatives by applying expertise in the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and the PPBE process to align cyber capabilities, acquisition strategies, and resource planning. This position requires providing analysis and integration support throughout the annual Program and Budget Review (PBR) process and the cyberspace operations budget certification process to ensure resource decisions support operational priorities. The role also involves performing technical assessments of Program Element (PE)-level budgets, Cyber POM submissions, and resource requirements to evaluate funding alignment, identify gaps, and support informed investment decisions. Analyzing financial and programmatic data using systems and tools, Budget Justification Books, and budget memoranda is crucial for supporting strategic planning and executive decision-making. Assisting in the development of Cyberspace Operations Programming Guidance (COPG), USCYBERCOM fiscal guidance, executive briefings, and resource recommendations for senior leadership is also a key responsibility. Collaboration with stakeholders to integrate cyber requirements into planning, programming, budgeting, and acquisition activities, and developing executive-level analyses, reports, and recommendations that enable leadership to make informed decisions regarding cyberspace operations funding, capability development, and long-range resource planning are essential functions of this role.

Requirements

  • Active Top Secret security clearance with SCI eligibility.
  • Bachelor's degree from an accredited college or university in any discipline.
  • 5 years of experience supporting Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) processes and/or budget execution activities.
  • Experience supporting U.S. Cyber Command (USCYBERCOM) or Joint/Service Program Objective Memorandum (POM) development and Budget Estimate Submission (BES) formulation.
  • Demonstrated expertise in Program Objective Memorandum (POM) formulation, Program Element (PE)-level fiscal management, and defense resource planning.
  • Experience supporting Component or Military Department (MILDEP) POM development at the Combatant Command, four-star headquarters, or Service Secretariat level.
  • Strong understanding of Department of Defense resource planning, budget formulation, and fiscal management processes.
  • Proven ability to analyze complex budget, program, and resource data and provide strategic recommendations to senior leadership.
  • Demonstrated ability to effectively communicate and collaborate with executive leadership, senior government officials, and cross-functional stakeholders.
  • Excellent verbal, written, interpersonal, and presentation skills, with the ability to develop executive-level briefings and technical documentation.
  • Demonstrated ability to provide technical guidance, analytical support, and strategic advice on fiscal planning, programming, and resource allocation.

Responsibilities
