The Division of Gaming ensures that limited gaming, sports betting, and fantasy contest are conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements. Specifically, this role ensures that Sports Betting and fantasy Sports are conducted honestly, fairly, and competitively, and free from cyber related criminal and corruptive elements. A typical day involves collecting, preserving, analyzing, and interpreting data and physical evidence using critical thinking and analytical skills to ensure the integrity of sports wagering in Colorado. The recently legalized sports betting has created new challenges and demands for investigating criminal activity, much of which occurs on electronic platforms. This role requires documented experience or education in investigations with a cyber, internet, or computer nexus, as well as the ability to investigate such crimes. Financial crimes experience is also necessary due to the nature of predicate offenses for racketeering charges. This position is unique in that no other State agency besides the Colorado Division of Gaming is tasked with both the regulatory and criminal enforcement of sports betting. Experience and knowledge to work with local, state and federal agencies is necessary. The investigator will conduct lengthy criminal investigations, examine and analyze electronic data, identify, collect, and seize evidence, and conduct interviews. They will also collect, analyze, and disseminate criminal intelligence, design and implement databases, and compile statistical material. The position proactively analyzes sports wagering data, responds to criminal complaints, assists other law enforcement agencies, and prepares detailed reports for criminal prosecution. Additionally, this role serves as the Staff Authority for background investigations related to on-line licensing compliance, coordinating and conducting complex investigations involving multi-jurisdictional and multi-national entities to evaluate tax information, financial documentation, asset identification, source of funds, reputation, civil litigation, criminal history, accuracy of disclosures, and areas of fraud. The investigator will also assist with annual renewal licensures, expansion or change of ownership investigations, and conduct background investigations of sports betting applicants to determine suitability for licensure. The position will also assist in improving processes for patron complaints and recommend system/program needs, intelligence policy, software acquisitions, and training.

Requirements

• Eight (8) years of relevant experience in professional investigative experience which encompasses working in cyber related investigations as well as conducting both criminal and regulatory investigations.
• Required valid/active Colorado P.O.S.T. Certification
• Must possess and maintain a valid Colorado Driver's License (at the time of application).
• Applicants must be willing to work nights, rotating shifts, weekends, holidays, and maintain on-call status while off-duty for emergency and supervisory response.
• Must be able to qualify and maintain qualification with a firearm.
• Must be able to certify and maintain certification in arrest control techniques.
• Maintain a current/valid Colorado Peace Officer Standards & Training (POST) certification at the time of application.

Responsibilities

• Collect, preserve, analyze, and interpret data and physical evidence using critical thinking and analytical skills to ensure the integrity of sports wagering in Colorado.
• Conduct investigations with a cyber, internet, or computer nexus.
• Investigate financial crimes, including money laundering, theft, forgery, identity theft, fraud, and computer crime.
• Work with local, state and federal agencies.
• Conduct lengthy criminal investigations by collecting, evaluating, collating, and analyzing criminal intelligence information.
• Examine and analyze electronic data collected from patron electronic devices and accounts to determine if suspected violations of criminal or regulatory codes/regulations have occurred.
• Identify, collect, and seize documentary or physical evidence, to include digital media and logs associated with suspected cybercrimes.
• Conduct interviews with sports betting patrons and licensees.
• Collect, analyze, and disseminate criminal intelligence stemming from patron complaints, sport league notifications, and/or operator compliance failure to initiate appropriate disciplinary action.
• Design and implementation of databases related to criminal and intelligence information.
• Design and disseminate statistical reports and intelligence bulletins.
• Work independently to prioritize workload and respond to critical requests for immediate action when necessary.
• Compile statistical material on performance measures and criminal activity for dissemination.
• Proactively analyze sports wagering data for compliance, interpret the data, and respond to criminal complaints.
• Assist or augment other law enforcement agencies to ensure sports wagering integrity.
• Prepare detailed written reports for criminal prosecution.
• Maintain on-call duty status while off-duty for emergency response.
• Assist other law enforcement agencies upon request.
• Serve as the Staff Authority for background investigations as it pertains to on-line licensing compliance in the Division of Gaming.
• Coordinate and conduct complex investigations involving multi-jurisdictional and multi-national entities.
• Determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation.
• Assist with developing detailed written reports and present findings to the Colorado Limited Gaming Control Commission to determine suitability for licensing.
• Assist with annual renewal licensures, expansion or change of ownership investigations and complete a detailed written report of their findings to present to the Colorado Limited Gaming Control Commission.
• Conduct background investigations of sports betting applicants to determine suitability for licensure.
• Assist in improving processes to ensure patron complaints are addressed according to Sports Betting rules and sustain the integrity of Sports Betting operations.
• Recommend system and or program needs and changes, intelligence policy and procedure, software acquisitions related to data analysis and intelligence gathering, and training needs to maintain professional competence.
