The Cyber and Electromagnetic Activity (CEMA) Integrator for the Training Division of the Directorate of Plans, Training, Mobilization, and Training (DPTMS) will assist units to accomplish their training objectives associated with integrated cyberspace operations, Department of Defense Information Network operations, Electronic Attack, Electronic Protection, Electronic Warfare Support, Spectrum Management Operations, Intelligence, and Information Operations support/effects. The Contractor will ascertain CEMA unit training objectives, then liaise across the installation to ensure Ft. Huachuca is able to maximize unit MDO training objectives and unit Concepts of Operations (CONOPS) for Electronic Attack and Electronic Surveillance, realistic to Ft. Huachuca training capabilities. The Contractor will work with range operations to develop, maintain, and sustain the MDO capabilities for electronic attack, electronic protection, and direction-finding operations. The Contractor will ascertain training unit frequency spectrums along with training system/sensor (TADDS/TSAID) frequencies and ensure deconfliction with spectrum management. The Contractor will conduct outreach with the Army, Joint, DoD, academia, commercial vendors, and other mission partners to integrate new technologies into the FHAZ family of ranges. The contractor will represent DPTMS Training Division at meetings with stakeholders across the installation, which may include meetings with the Commanding General or the Senior Executive Service Senior Technical Advisor. The Contractor shall work with incoming training and testing units and organizations to identify Signals Intelligence, Electronic Warfare, and Cyber training objectives and to maximize their fulfillment, leveraging Ft. Huachuca assets and capabilities. In this capacity, the Contractor shall be the primary liaison between training unit CEMA objectives and Ft. Huachuca. The Contractor shall develop, maintain, and sustain Ft. Huachuca ranges capable of training, integrating, or testing Multi-Domain, Signals Intelligence, Electronic Warfare, or Cyber operations. In this capacity, the Contractor shall maintain and sustain SIGINT, EW, and/or cyber training aids, packages, or emitters. To do this, the Contractor will be required to operate a non-tactical Government vehicle and will be required to perform duties outdoors. The Contractor will work directly with training units in a CEMA capacity throughout their training rotation. In this role, the Contractor will continue to refine unit training objectives and liaise with Ft. Huachuca equities to maximize MDO, SIGINT, EW, and/or Cyber training. The Contractor will represent DPTMS to industry partners in the development of emitters and systems to support the MDO range. In the role, the Contractor may be required to travel for short duration business trips with an estimation of 10% of the Contractors work time. The Contractor will remain abreast of new technologies and will conduct outreach with Army, Joint, DoD, academia, commercial vendors, and other mission partners to integrate new EW/SIGINT technologies into the FHAZ family of ranges.
