About The Position

NC FAST requires the services of a Senior Curam Developer with experience to work on the new project efforts for the Food and Nutrition Services (FNS) program area using Cúram Business Application Suite and Citizenship portal. NC FAST requires the services of a Senior Curam developer to provide business and systems analysis, modeling, design, and programming support for the Food Nutrition Services (FNS) for the ARP FNS project to develop new functionalities to allow the beneficiaries to apply online for recerts and COC and prove the identify using the RIDP solution through the citizen portal. Duties include but are not limited to requirement gathering, fit gap analysis, functional and detailed design, code development, and life cycle management of various program features. Areas of focus include business and workflow process modeling, business and System reengineering using Cúram, IEG, Java, reactJS and other web technologies. These activities will involve the use of COTS Cúram Enterprise Framework Components, Cúram Intelligent Evidence Gathering (IEG2), Cúram Express Rules for Triage (CERT), use of XML technology in Cúram, Cúram Evidence Framework, Java, Software Integration tools like MuleSoft or Boomi, Oracle, Subversion/Bitbucket, and WebSphere. Responsibilities also include implementing Agile software development and testing approaches for entire Service Delivery Lifecycle and deployment to ensure code base is efficient, maintainable, and adhering to DHHS/NC FAST policies and procedures. This role should have strong working experience in IBM Curam framework and Java programming to understand and develop the underlying rules for the FNS and SNAP products.

Requirements

Cúram V6 (or higher) Certified Developer
Social enterprise management experience
6 Years Experience as a Cúram Developer with experience in the full life cycle of requirements through functional design and testing
7 Years Experience in development with both the Cúram Enterprise Framework and Cúram Solution Modules
6 Years Experience in problem identification and integration of technical skills to address and solve issues
6 Years Experience with translating and communicating highly technical concepts to both technical personnel and non-IT business users
6 Years Experience with creating and writing technical documents using MS Office products, Visio, Word, Excel, PowerPoint and JIRA
6 Years Ability to organize, prioritize, and follow complex and/or detailed technical procedures
6 Years Experience using Curam Intelligent Evidence Gathering (IEG2), and Curam Express Rules for Triage (CERT), Modeling, Customization, Dynamic UIMs, VIMs
6 Years Excellent knowledge of using Curam for Eligibility determination, Dynamic Evidences, Curam Decision Assist and Batch framework
6 Years Technical hands on knowledge in specialized areas of web application system analysis and programming: Java, J2EE, with JavaScript, XML and XSL
6 Years Technical hands on knowledge and experience in HTML, Cascading Style Sheets, and Web Services standards (SOAP and WSDL)
6 Years Experience with Oracle database platforms and tools
6 Years Experience with Eclipse and IBM Websphere
6 Years Ability to develop relationship/partnership with customer(s) by understanding business need and value and responding to needs in timely manner
5 Years Agile (Scrum, Kanban, and/or SAFe) development experience
6 Years Experience in developing User Interface using React.js
3 Years Experience in connecting data and applications using software integration platforms like MuleSoft or Boomi

2 Years Experience with Cloud SaaS and PaaS
2 Years Knowledgeable in DevOps practices and Shift Left testing
2 Years Experience developing applications using low code no code technologies like Salesforce, Microsoft dynamics and others
