About The Position

NC FAST requires the services of Curam Developers with experience to work on new features, major enhancements and maintenance for the Child Welfare Services using Cúram Business Application Suite as well as any augmentation tools and related efforts. The NC Department of Health and Human Services seeks a Senior Curam Application Development contract resource to provide technical leadership to all stages of software development, including design, coding, testing, deployment, and maintenance. This role will provide technical leadership and serve as the senior resource for the development team and work across the Service Delivery Lifecycle on engineering solutions for new system rollouts and enhancements for the Child Welfare Services program by identifying and assessing complex business need that require in-depth evaluation to create solutions for implementation by the team. Duties include but are not limited to leading requirement gathering, Joint Application Development (JAD) sessions, fit gap analysis sessions, functional and detailed design, code development, and life cycle management of Child Welfare services program features. Areas of focus will include business and workflow process modeling, and business reengineering using Cúram. These activities will involve the use of COTS Cúram Enterprise Framework Components, Cúram Intelligent Evidence Gathering (IEG2), Cúram Express Rules for Triage (CERT), use of XML technology in Cúram, Cúram Evidence Framework, Oracle, Subversion/Bitbucket, and WebSphere. Responsibilities also include implementing Agile software development and testing approaches for entire Service Delivery Lifecycle and deployment to ensure code base is efficient, maintainable, and adhering to DHHS/NC FAST policies and procedures. This resource will have significant delivery responsibilities and will act as the point of contact on site for development-related questions and issues that arise. This resource will work closely with Product owners on design and development of new features and application enhancement and act in the role of senior technical Curam developer.

Requirements

  • Curam V6 (or higher) Certified Developer Required
  • Social Enterprise Management experience. Required
  • 6 Years Experience developing with Cúram Intake, Assessment, and/or Outcome Planning case types. Required
  • 2 Years Experience as a Curam Developer with experience in the full life cycle of requirements through functional design and testing. Required
  • 6 Years Experience in development with both the Curam Enterprise Framework and Curam Solution Modules. Required
  • 6 Years Experience in problem identification and integration of technical skills to address and solve issues. Required
  • 6 Years Experience with translating and communicating highly technical concepts to both technical personnel and non-IT business users. Required
  • 6 Years Experience with creating and writing technical documents using MS Office products, Visio, Word, Excel, PowerPoint and JIRA. Required
  • 6 Years Ability to organize, prioritize, and follow complex and/or detailed technical procedures. Required
  • Experience using Curam Intelligent Evidence Gathering (IEG2), and Curam Express Rules for Triage (CERT), Modeling, Customization, Dynamic UIMs, VIMs Required
  • 6 Years Excellent knowledge of using Curam for Eligibility determination, Dynamic Evidences, Curam Decision Assist and Batch framework Required
  • 6 Years Technical hands on knowledge in specialized areas of web application system analysis and programming: Java, JEE, with JavaScript, XML and XSL Required
  • 6 Years Technical hands on knowledge and experience in HTML, Cascading Style Sheets, and Web Services standards (SOAP and REST). Required
  • 6 Years Experience with Oracle database platforms and tools. Required
  • 6 Years Experience working with Eclipse and IBM Websphere Required
  • 6 Years Ability to develop relationship/partnership with customer(s) by understanding business need and value and responding to needs in timely manner. Required
  • Agile (Scrum, Kanban, and/or SAFe) development experience. Required
  • 6 Years Experience in developing User Interface using React.js. Highly desired
  • 2 Years Experience using Salesforce or any other LC/NC solution Highly desired

  • 2 Years Experience with Interstate Compact on the Placement of Children (ICPC) processes via National Electronic Interstate Compact Enterprise (NEICE). Highly desired

Responsibilities
