About The Position

Under general supervision, accomplishes the Cultural Affairs Program's objectives by directing activities related to the return of archaeological materials under the Native American Graves Protection and Repatriation Act (NAGPRA). The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor.

Requirements

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of department organization, functions, objectives, policies and procedures.
  • Knowledge of the history, culture, and cultural needs of the Tohono O'odham Nation.
  • Knowledge of general archaeological principles, goals and objectives.
  • Knowledge of the National Historic Preservation Act of 1966 and the Archaeological Resource Protection Act.
  • Knowledge of cultural resources field survey techniques and procedures.
  • Skill in statistical compilation and analysis.
  • Skill in operating various word-processing, spreadsheets, and database software programs and GPS software programs.
  • Skill in using topographic maps, aerial photographs and other specialized maps.
  • Skill in preparing and analyzing operational and financial reports.
  • Skill in providing superior customer service to internal and external customers.
  • Ability to review and prepare comments on federal environmental or cultural inventories or notices received from federal agencies and/or museums.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to exercise independent judgement.
  • Ability to establish and maintain positive and effective working relationships with other employees, and the general public.
  • Ability to interpret applicable federal, state, county and local laws, regulations, requirements, ordinances and legislation.
  • Ability to maintain privileged confidential information.
  • Ability to work extended hours and various work schedules.
  • Ability to work independently and meet strict time lines.
  • Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation.
  • Associates Degree in Anthropology, American Indian Studies, or closely related field and two years' work experience in cultural resources, NAGPRA, reburial issues, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.
  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.

Responsibilities

  • Assists in planning, organizing and supervising all functions required to operate and maintain the Program's activities and services, by recognizing, protecting, supporting and advancing the cultural, historical, religious and archeological resources, sites, customs, traditions and language of the Tohono O'odham Nation.
  • Assists in planning, organizing and overseeing all functions of the Program.
  • Assists in preparing the annual budget and proposal, inclusive of operational plans and objectives.
  • Directs the activities of the Cultural Affairs Office as it relates to the efforts of the Tohono O'odham Nation in the repatriation process under the NAGPRA.
  • Coordinates repatriation activities with all districts of the Nation.
  • Coordinates with the local medicine person for removal and reburial.
  • Interacts with the Legislative Cultural Preservation Committee and other local, regional or national entities as needed.
  • Assists in the preparation, review, submission and presentation of environmental impact statements and archaeological reports, as well as monthly, quarterly and annual program reports.
  • Participates on the Arizona State Museum and Heard Museum Advisory Committees.
  • Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan.
  • Assists with efforts to promote and provide education about cultural resources.
  • Stays abreast of new technologies and principles by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Represents the Tohono O'odham Nation at the Keepers of the Treasures Working Group and other meetings.
  • Performs other job related duties as assigned and contributes to a team effort.
