About The Position

The Grants Management Office (GMO), in support of the Colorado State Patrol's (CSP) mission, manages grants. This is accomplished by managing federal, state, local, and interagency grants throughout the grant life cycle. The unit interprets operational and financial data to identify and address agency problems and capitalize on business opportunities by applying professional grant management methodologies. The unit responds to funding requests, obtains, and provides information on grant funding from CSP members and state agencies. Typical work hours, Monday to Friday, 8:00 am - 5:00 pm. Hybrid schedule (currently two days in office) which may be subject to change, requires flexibility. The purpose of this position is to analyze, monitor, and report on programmatic and financial activities of grant-funded programs from multiple grantors, including federal, state, loan, and inter-agency. Programmatic responsibilities include assisting with or implementing grants administration oversight from application, pre-award, award, post-award, monitoring, and closeout activities. Financial management includes, but is not limited to, making payments or charges to internal and external grant customers, monitoring monthly accruals and notifying the grant project manager of any budget issues, preparing quarterly financial reports, ensuring proper documentation and records are maintained for audits, assisting in audit preparation, entering grant statistics into the appropriate database, preparing data for grant reporting, and performing other programmatic and financial grant duties as assigned. This position provides programmatic and financial support, leadership, and technical assistance to internal grant program managers and applies state and federal grant guidelines to ensure compliance. This position assists with special projects as assigned. This position operates independently in performing programmatic and fiscal accounting duties. This position applies judgment and guidelines to solve daily problems related to grants management. This position anticipates and analyzes possible consequences of programmatic and fiscal grant decisions.

Requirements

  • Seven years of professional grant management and fiscal management experience that included planning, coordinating, monitoring or managing grants or other restricted funds.
  • A combination of related education and/or full-time professional grant management and fiscal management experience that included planning, coordination, monitoring or managing grants or other restricted funds equal to seven (7) years.
  • Must be Colorado resident at the time of application.
  • Requires successful completion of a background investigation that includes a polygraph exam, fingerprint based criminal history search and a drug test.

Responsibilities

  • Oversees grant programmatic duties, including administering assigned grant programs or providing support of grant programs throughout the grant lifecycle.
  • Provides materials and assists the GMO Director with project and contract negotiations as well as audits.
  • Monitors grant programmatic implementation to ensure compliance with state and federal rules, fidelity to goals and objectives, and adherence to allowable budget expenditures by the end of the grant.
  • Duties include preparing required reports, maintaining records, analyzing data, providing statistics and graphics for grant applications and reporting, preparing budget modifications and grant extensions, and ensuring completeness and accuracy of all data and information included in reports and evaluations.
  • Applies theory, principles, models, standards, and precedents to complex data sets for performance evaluation and reporting.
  • Formulates actions or guidelines to address particular grant implementation problems responds to grant emergencies through individual judgment and resourcefulness, using knowledge of rules, regulations, policies, procedures, and other relevant resources to make an informed response.
  • This position is responsible for administering all phases of grants that originate in CSP.
  • Administration includes providing technical assistance to sub-recipients (partner agencies) of grant awards.
  • This position trains state and local staff on program requirements, including the rules and regulations that apply to grant awards.
  • This position develops and maintains positive relationships with all subrecipients (partner agencies) at the local, regional, and state levels.
  • This position represents CSP and/or the Grants Management Office (GMO) at meetings as assigned.
  • Monitors budget expenditures to ensure compliance with state and federal fiscal rules, regulations, and procedures.
  • This includes preparing grant application budgets, invoices, and requests for payment; making vendor payments; working with procurement; and maintaining personnel-related expenditures, such as overtime, in financial databases.
  • Reconciles monthly and year-end grant records to the state’s accounting system (CORE).
  • Analyzes data, identifies problems, and resolves them using appropriate accounting procedures.
  • Verifies grants are in fiscal compliance for the fiscal year opening and closing activities.
  • Responds to requests for financial data and clarification from grant program managers, including prior and current years’ grant drawdown and expenditures.
  • Prepares reports summarizing funding activities at the request of internal and external customers.
  • Prepares fiscal reports for supervisor’s review and dissemination to the field.
  • This position monitors project financial progress and milestones to ensure all spending is allowable and used to complete the project objectives within the performance period.
  • This position maintains paper and electronic grant files for assigned grant awards that comply with all Federal and State records retention rules.
