About The Position

The Philadelphia Department of Public Health (PDPH)’s Substance Use Prevention and Harm Reduction Division is hiring a CRS Field Navigator who will provide support to the Division’s effort to foster resilience in neighborhoods most affected by substance use. The individual filling this position will be responsible for supporting Project Reach’s Block 2 Block (B2B) initiative, which is designed to provide low barrier employment for community residents affected by economic inequalities. This individual will also be responsible for engaging community members with ongoing concerns in their communities and supporting B2B participants with access to resources, such as substance use treatment, vocational opportunities, and social services. The CRS Field Navigator will report to the Divisions Project Reach Coordinator and Environmental Services Manager and work very closely with staff within PDPH’s SUPHR Division, The Department of Behavioral Health and Intellectual disability Services, and the Opioid Response Unit in the Office of Public Safety.

Requirements

  • HS Diploma or general education degree (GED): or combination of education and 1+ years related work experience. Or associate’s degree with 2 + years’ related work experience.
  • Required to be a Certified Recovery Specialist
  • Knowledge of/and or personal experience with substance use, as well as harm reduction.
  • Comfort in administering Naloxone in the event of an overdose; and providing training in the field to community residents/organizations/and or businesses.
  • Experience and /or knowledge of the principles, practices and techniques of outreach, education, and community-based networking.
  • Sensitivity to/and experience working with ethnically, economically, culturally and sexually diverse individuals, community members, agencies, and organizations.
  • Enthusiasm for field work, providing direct service to neighborhood residents.
  • Comfortable using the following equipment: Push Broom, Rake, Trash Cans (manually Transport), Leaf Blower, Tongs, Sharp Containers, Latex Gloves, Work Gloves, Face Mask.
  • Excellent oral and written communication skills.
  • Ability to analyze and think critically to apply reasonable judgement and problem- solving skills.
  • Must have a valid PA Driver’s license and a clean motor vehicle report.
  • Ability to work as part of a team, to prioritize and handle multiple tasks, and work independently in a high-pressure environment.
  • Ability to establish and maintain effective relationships with persons contacted in the course of work.

Responsibilities

  • Engaging with community residents/organizations on ongoing needs related to neighborhood blight and provide remediation solutions to improve quality of life.
  • Support Block 2 Block participants access essential resources as needed.
  • Input daily metrics of environmental cleanups.
  • Disseminate naloxone, and overdose reversal education and resources
  • Foster positive relationships and understanding towards co-workers, participants, community members.
  • Work in inclement weather.
  • Employees must be able to use full range of motion including handling and frequently lifting and moving heavy objects and/or equipment up to 50 lbs.
  • Ability to stand and walk for 2+ hours.
  • Must comply with all policies and procedures.
  • Drive vehicle to transport staff and supplies to work sites
  • Other duties assigned by Project Reach Coordinator/ or Environmental Services Manager.
