About The Position

Perform a variety of technical and skilled work through field inspections and surveys to detect cross connections and to ensure that devices are used in the application and operation of backflow prevention devices. Works under the general direction of the Public Works Director, or assigned designee. This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

Requirements

  • High School diploma or equivalent.
  • Two years experience in a water distribution environment, or any equivalent combination of training and experience.
  • Possess a valid Florida Commercial Driver’s License (CDL) certification, Class B, or obtain the CDL certification within six (6) months of employment.
  • Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment.
  • Interpret and apply federal, FDEP, and local cross connection control rules & regulations.
  • Maintain a professional demeanor at all times when dealing with the public, especially in high stress situations.
  • Knowledge of the principle of thermal expansion and water hammer as applied to backflow devices.
  • Know occupational hazards and safety precautions associated in the work environment.
  • Know backflow device operations and testing procedures for all devices approved for use by the City.
  • Know operation, construction and repair procedures, practices, equipment and materials of a water distribution system.

Nice To Haves

  • Possess and maintain certifications as a Florida DEP approved Backflow Prevention Assembly Tester and Maintenance & Repair Specialist and Florida Level 3 Distribution System Operator License or obtain these certifications within one (1) year from date of hire.

Responsibilities

  • Conduct field inspections, tests of backflow prevention devices as required, makes repairs or recommendations as necessary.
  • Notify property owners as to required repairs to backflow preventers.
  • Excavate for the installation & repair of backflow preventers.
  • Maintain accurate and complete computer inventory records of the system’s facilities owned public and privately.
  • Identify cross connections and ensure the effective and efficient operation of all City owned backflow devices.
  • Anticipate and respond to all operational problems, including but not limited to, emergency calls as related to Cross Connection Control activities.
  • Complete forms, write reports, deliver messages, light typing and enter data with the XC2 software.
  • Maintain a parts and supplies inventory for the repair & replacement of backflow preventers.
  • Be available for stand-by for a week at a time and be able to return to work when call back is required, under call back procedures.
  • Perform irrigation system inspections.
  • Assist the Utilities Technician II (Water) in conducting distribution maintenance & repairs as necessary.
  • Remove, repair and install water meters.
  • Maintains, locates and repairs water distribution apparatuses.
  • Perform other duties as assigned.
