About The Position

This position will conduct investigations of alleged or suspected violations of the Administrative Rules by applicants and officers who are certified through Criminal Justice Training and Standards. This work is done on behalf of the North Carolina Criminal Justice Education, Training and Standards Commission where cases are presented in consideration of possible sanctions. The position requires the accurate application of rules, laws and regulations governing the certification and the ongoing minimum standards of all criminal justice officer categories. The position works closely with certification staff to include the program administrators of the law enforcement, correctional, juvenile justice, and company/campus police programs. Investigations require gathering and reviewing of all relevant court records, police reports and applicable evidence; interviews of applicants, officers, and witnesses; and the preparation of reports documenting the investigative findings. Testimony is then provided when cases are presented to the appropriate commission committees in a formal setting. Subsequent appeals by applicants/officers may then require testimony during court proceedings overseen by the Office of Administrative Hearings and any appellate courts thereafter. Some travel, including some occasional overnight stays are required. The selected candidate is subject to a background investigation. Criminal Justice Standards is a Section of the Training and Standards Division in the Department of Justice, which is composed of four major units. These include the N.C. Justice Academy with two separate campuses, one East and one West, the Criminal Justice Standards Section, the Sheriffs’ Standards Section, and Private Protective Services. This Division provides a consolidated team of agencies and offices whose primary goal is to ensure and advance the competence and integrity of the criminal justice professions in North Carolina. The Training and Standards Division promotes the goal of competence and integrity in the criminal justice professions through employment and certification standards, professional training, and technical assistance. The Division accomplishes this goal through the provision of coordinated staffing support to the Criminal Justice Education and Training Standards Commission (G. S. 17C), the Sheriffs’ Education and Training Standards Commission (G. S. 17E), the North Carolina Justice Academy (G. S. 17D), Private Protective Services (G. S. 74C) and Alarm Systems Licensing (G. S. 74D). In addition, the Division works to promote coordination within the criminal justice system to minimize duplication and effective utilization of current resources.

Requirements

  • Ability to discreetly investigate a variety of cases and to interpret and apply the NC General Statutes, NC Administrative Rules of the Commission, and statues, rules, and codes, and ordinances from other states.
  • Thorough working knowledge of the methods, procedures, practices and techniques used in conducting administrative investigations, and of the principles of securing and identifying a variety of related evidentiary material.
  • Experience preparing comprehensive and detailed written reports pertaining to individual cases.
  • Experience navigating databases and utilizing common computer programs needed to complete work products.
  • Ability to accurately and effectively testify to investigative findings before the Probable Cause Committee and at administrative hearings.
  • Bachelor’s degree from an appropriately accredited institution and three years of administrative, technical, or professional experience in criminal justice or law enforcement as it relates to the area of assignment, or an equivalent combination of training and experience.
