About The Position

The Criminal Intelligence Analyst position, with levels I and II, focuses on crime and intelligence analysis to support law enforcement operations, the Real Time Crime Center (RTCC), and investigative units. Analyst I performs entry-level analysis, collecting and organizing data, producing basic reports, and monitoring real-time incidents under supervision, focusing on developing foundational skills. Analyst II performs intermediate-level analysis, independently collecting, evaluating, and interpreting data, developing comprehensive intelligence products, identifying trends, and collaborating with various stakeholders. Analyst II also mentors Analyst I personnel and may act as a shift lead in the RTCC, working with limited supervision and exercising independent judgment.

Requirements

  • Bachelor’s degree in Criminal Justice, Criminology, Public Administration, Data Analytics, or a closely related field.
  • Analyst I: One year of experience in data analysis, research methods, statistics, or a related analytical field.
  • Analyst II: Four years of experience in crime analysis, intelligence analysis, data analytics, statistics, or a related field.
  • Analyst II: At least one year of experience in law enforcement or public safety environment.
  • Must possess a valid driver’s license.
  • Must be able to pass a background investigation and maintain clearance to access law enforcement databases (e.g., NCIC/GCIC).
  • Knowledge of crime analysis concepts, investigative processes, and law enforcement operations.
  • Knowledge of statistical principles and data analysis methods.
  • Knowledge of law enforcement information-sharing systems and database restrictions (e.g., NCIC/GCIC).
  • Knowledge of mapping and Geographic Information Systems (GIS) tools.
  • Knowledge of data analysis software and crime analysis tools.
  • Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Police Department.
  • Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Skill in analytical and critical thinking with attention to detail.

  • Ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
  • Ability to handle a variety of items such as automated office equipment, secretarial supplies, and computer supplies.
  • Ability to use one hand for twisting or turning motion while coordinating other hand with different activities.
  • Minimal levels of eye/hand/foot coordination.

Nice To Haves

  • Must obtain the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council or an equivalent certification from nationally recognized organizations within 18 months (Analyst I).
  • Must possess the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council or an equivalent certification from nationally recognized organization (Analyst II).
  • Ability to lead lower-level analysts and oversee daily operations in the RTCC in the absence of higher-level staff (Analyst II).
  • Ability to build and maintain partnerships with external agencies to enhance intelligence-sharing efforts (Analyst II).

Responsibilities

  • Collect, organize, and enter criminal data from multiple sources, ensuring accuracy and completeness.
  • Monitor Real Time Crime Center (RTCC) feeds and identify priority incidents for immediate notification.
  • Produce basic tactical crime analysis products, such as crime bulletins, hotspot maps, and short-term trend reports, under supervision (Analyst I).
  • Develop and disseminate comprehensive tactical and strategic intelligence products, including bulletins, trend analyses, and predictive models (Analyst II).
  • Support ongoing investigations by gathering background information and developing basic link charts, timelines, and case support packages (Analyst I).
  • Conduct advanced GIS mapping, link analysis, social media and open-source research, and data mining to support investigations (Analyst II).
  • Maintain databases, records, and intelligence files in compliance with applicable laws and policies.
  • Assist in disseminating information to officers, detectives, and external partners as directed by higher-level analysts or the Supervisor (Analyst I).
  • Serve as a primary point of contact for detectives, patrol officers, and external partners on intelligence-related matters (Analyst II).
  • Provide routine technical support for analytical software and data systems used by the unit (Analyst I).
  • Mentor and provide guidance to Criminal Intelligence Analyst I staff on routine analysis, software platforms, and best practices (Analyst II).
  • Act as shift lead in the Real Time Crime Center (RTCC) when the Senior Analyst or Supervisor is unavailable, prioritizing workload and disseminating time-sensitive information (Analyst II).
  • Produce and present analytical briefings for command staff, investigative units, and task forces (Analyst II).
  • Collaborate with regional and state intelligence partners to exchange information and coordinate joint initiatives (Analyst II).
  • Ensure that all intelligence products comply with legal, privacy, and departmental standards (Analyst II).
  • Perform other related duties as assigned.
