About The Position

This role involves providing on-the-job training and direction to inmate crews performing roadway maintenance activities. The Crew Leader will perform a variety of highway maintenance tasks and operate specialized equipment in routine maintenance and emergency operations. This includes planning, coordinating, and overseeing inmate work, ensuring compliance with standards, and preparing reports. The position also requires operating equipment for snow and ice removal, supporting emergency operations like storm damage repairs, and transporting inmates to and from work sites. A strong emphasis is placed on job safety, including determining and demonstrating proper work site protection, ensuring crews have proper personal protective equipment, and maintaining knowledge of safety rules and regulations.

Requirements

  • Ability to communicate effectively orally and in writing and follow oral and written instructions.
  • Ability to perform heavy manual labor.
  • Ability to provide technical direction and guidance to a variety of laborers.
  • Considerable knowledge of highway maintenance equipment, materials, methods, and procedures.
  • Demonstrated ability to complete reports and records.
  • Demonstrated ability to plan work schedules and assign manpower, materials, and equipment needed to accomplish the job.
  • Knowledge of safety policies, procedures, and programs related to roadway construction and maintenance.
  • Skill operating and maintaining hand and power tools and light, medium, and heavy duty equipment.
  • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter.
  • Must comply with DOT and VDOT policies and standards when operating CDL equipment.
  • Ability to obtain Department of Corrections inmate and firearms certifications and work zone safety and flagger certification.
  • Safety shoes required.

Responsibilities

  • Plan, coordinate, and oversee the work of inmates involved in highway maintenance activities.
  • Schedule and direct inmate activities to ensure compliance with DOC standards.
  • Assign inmates and inmate crews to specific jobs and inspect the quality and quantity of work performed.
  • Provide on-the-job training on proper maintenance methods, procedures, and techniques.
  • Ensure proper use of equipment, tools, and safety controls.
  • Prepare reports and paperwork detailing accomplishments, equipment, material, and manpower used, and any issues encountered.
  • Operate and prepare equipment for snow and ice removal or other emergency operations.
  • Perform snow removal operations as needed.
  • Support emergency operations including storm damage repairs by clearing roadways of snow, ice, and debris, accident clean-up, and providing traffic control.
  • Operate equipment to transport inmates to and from work sites, ensuring accountability and following loading/unloading procedures.
  • Determine and demonstrate proper work site protection techniques.
  • Ensure crew has proper personal protection equipment.
  • Maintain current knowledge of safety rules, regulations, laws, and procedures (OSHA, VOSHA, etc.) and train crew members in proper safety methods.
  • Promote safety as a top priority and continuously monitor the site to ensure safety procedures are followed.
  • Maintain work sites to ensure the safety of the work crew, landowners, and the traveling public.
  • Apply MUTCD for detours, lane closures, work zones, and inmate work areas.
  • Take corrective action when unsafe conditions are identified.
  • When not working inmates, may oversee the work of assigned roadway crews performing roadway maintenance activities.
  • Operate maintenance equipment and perform preventive maintenance and heavy manual labor.
