About The Position

Join a small but dedicated team in serving the varied technical needs of Douglas County Judiciary operations. The Court Systems Analyst will ensure the operational effectiveness, integrity, and efficiency of the court systems by leading the development and implementation of key systems, including training and ongoing assistance to staff. The role requires an individual who is willing to step in when needed to serve as a part of the team while providing top level customer service and assistance in meeting the needs of the varied divisions within the organization.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Project Management or a closely related field and two (2) years of experience at an analyst level; OR an equivalent combination of education, training and experience.

Responsibilities

  • Performs complex work supporting and advancing court technology systems, applications, and related business processes.
  • Leads the analysis, implementation, and maintenance of court systems to ensure operational effectiveness, data integrity, and efficient service delivery.
  • Provides project leadership, technical expertise, and user support while collaborating with court leadership and staff to identify needs, implement solutions, and improve the use of court management technology; performs related tasks as apparent or assigned.
  • Collaborates with stakeholders, vendors, and technical staff on court system implementations, upgrades, and enhancements.
  • Leads business process analysis, requirements gathering, testing, and user acceptance activities to support successful project outcomes.
  • Analyzes court business processes and workflows; develops process maps, functional requirements, interface requirements, and documentation to support system enhancements and technology initiatives.
  • Leads the development and communication of business requirements and functional specifications; collaborates with court staff, management, vendors, and technical resources to design and implement business solutions.
  • Monitors quality assurance for a variety of programs; provides training on the use of the system/software; and consults with technical resources regarding the technical requirements, logic, and deficiencies of programs.
  • Reviews and evaluates organizational resources and provides analysis and recommendations for efficient usage of court resources.
  • Coordinates assigned project activities, timelines, testing, and stakeholder communications to support successful implementation of court technology initiatives.
  • Participates in the development and maintenance of a variety of systems, processes and procedures related to court activities; maintains manuals/workbooks and updates resource materials; reviews and analyzes priorities within a functional area and makes recommendations.
  • Monitors and addresses data quality issues within the courts.
  • Works with court staff to ensure compliance with procedures to ensure complete and accurate data is recorded; prepares regular reports and analysis to ensure that the data reported by the courts are complete and accurate; corrects quality and integrity issues related to data entry into the case management systems.
  • Maintains court system configuration settings, code tables, and business rules within assigned applications to support operational and reporting requirements.
  • Ensures compliance with Nevada Revised Statutes, Douglas County Code, and Supreme Court Rules.
  • Develops and maintains operational, statistical, and regulatory reports; analyzes court data and trends to support decision-making, compliance, and performance improvement initiatives.
  • Coordinates and performs user acceptance testing; develops test scripts, validates business requirements, and documents results to ensure system functionality and operational readiness; trains employees on use, best practices and updates to all court systems.
  • Participates in data collection, compilation, coordination, and organization of budget documentation.
  • May develop budget recommendations.
  • Reviews and analyzes caseload patterns, processes and policies, Uniform System for Judicial Records (USJR), Minimum Accounting Standards, national, state and local laws, legislation and legislative mandates; makes recommendations for appropriate documentation and efficient processes for caseload management and as it relates to the case management systems.
  • Performs duties in accordance with the Code of Conduct for Court Professionals and established ethical standards.
  • Represents the Court with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  • Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
