About The Position

The county is seeking to fill the Program Manager II position, which is responsible for the management of the Court Supported Services Programs. Under general direction, plans, develops, implements, manages, and evaluates an integrated continuum of justice services for assigned program initiatives. Provides leadership to ensure effective collaboration among criminal justice agencies, behavioral health providers, community organizations, and other stakeholders to improve public safety, reduce recidivism, and decrease jail utilization. Success of this position is demonstrated through the effective implementation and management of an integrated justice program services continuum; measurable reductions in jail utilization and recidivism; increased participant engagement in treatment, housing and employment services; strong community partnerships; high-quality program performance; and achievement of department strategic goals.

Requirements

  • Bachelor’s Degree in related field and four (4) years of experience in a related to the program field, including two (2) years of supervisory experience; or an equivalent combination of education and experience.
  • Program and personnel management experience in related field.

Responsibilities

  • Plans, develops, implements, and oversees assigned program initiatives in accordance with departmental priorities, evidence-based practices, and applicable laws and regulations.
  • Provide leadership, supervision, coaching, and performance management for assigned staff, ensuring quality service delivery and accountability.
  • Develops strategic plans, annual work plans, program goals, performance measures, and implementation of timelines that support departmental objectives.
  • Establishes and maintains collaborative partnerships with law enforcement, detention staff, courts, probation, behavioral health providers, housing agencies, workforce development organizations, healthcare providers and other community partners to ensure coordinated service delivery.
  • Develop and implement policies, procedures, operational protocols, and quality assurance processes to ensure consistent, compliant, and effective program operations.
  • Oversee participant referral, screening, assessment, diversion option, case management, release planning, and community reintegration processes to ensure continuity of care across justice system intercepts.
  • Monitors program performance through data analysis, performance metrics, outcome evaluation, and continuous quality improvement initiatives; prepare reports and recommendations for leadership.
  • Develop and oversee program budgets, contracts, grants, and resource allocations to ensure fiscal responsibility and compliance with funding requirements.
  • Represent the department on multidisciplinary committees, community coalitions, and stakeholder meetings; serves as the primary liaison for assigned program initiatives.
  • Develop and coordinates staff training and professional development to ensure competency in evidence-based practices, trauma-informed care, behavioral health, diversion strategies, safety protocols, reentry services and all other relevant and appropriate areas of focus.
  • Identifies opportunities for program innovation, operational efficiencies, and system improvements that enhance participant outcomes and reduce justice system involvement.
  • Ensure compliance with all federal, state, local, and county/departmental policies governing program operations, confidentiality, documentation, and participant rights.
  • Perform other related duties as assigned.
