About The Position

This is a promotional opportunity for employees of the Superior Court departments. Under the direct supervision of the Court Administrator, this role performs administrative, analytical, and evaluative work related to Court program operations. The position is responsible for the management and organizational efficiency and productivity of an administrative division to ensure that goals or objectives are accomplished.

Requirements

  • Bachelor's Degree in Business, Public Administration, Legal or Criminal Justice Studies, Social Work, Management or other closely related field; AND Five (5) years of administrative or managerial experience within the court system including two (2) years in a supervisory capacity.
  • OR an equivalent combination of training and experience that provides the required knowledge, skills and abilities may be qualifying.
  • Arizona residents must have a valid Arizona Driver’s License upon hire; newly established Arizona Residents must have one within 30 days of hire.
  • Knowledge of the substantive nature of Superior Court programs and activities; Court missions, policies, and objectives.
  • Court laws, rules, regulations, statutes, policies and procedures.
  • The analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
  • Principles and practices of financial management and public administration including budgeting, contracting, purchasing, procurement and government protocol.
  • Principles, practices, methods and techniques of modern strategic management, implementation planning, execution and monitoring.
  • Conflict resolution and de-escalation techniques.
  • Established policies to meet goals and objectives utilizing strategies which may deviate from traditional methods and practices.
  • Management principles and practices; project management, research techniques and planning principles.
  • Administrative skills in business and report writing, fiscal skills related to budget preparation and management,
  • Working with desktop computers using software products for the performance of case management and administrative tasks.
  • Grant writing procedures
  • Maintain confidentiality in court matters.
  • Exercise tact, diplomacy and consideration in addressing sensitive, complex and confidential personnel and security issues, concerns and situations.
  • Maintain productive working relationships.
  • Understand, interpret, explain and apply Court, local, state and federal laws, regulations, ordinances and policies applicable to program and project area of responsibility.
  • Communicate effectively verbally and in writing to audiences of various social, cultural, ethnic, educational and economic backgrounds.
  • Provide quality customer service.
  • Collect, understand, interpret, evaluate, apply and report on relevant data and analysis; develop presentations and reports.
  • Read, analyze, and interpret program-related journals, financial reports, and legal documents.
  • Prioritize and set manageable goals.
  • Follow written and verbal instructions.
  • Knowledge of Title 36, Title 8, Title 14, Title 13, and Rule 11 of the Arizona Rules of Criminal Procedure and behavioral health services within Pinal County and the State of Arizona.
  • Knowledge of community agencies related to mental and behavioral health issues.

Nice To Haves

Responsibilities

  • Supervises and manages activities related to the administrative divisions of the Superior Court; develops goals for each unit; responsible for oversight and approval of staff's work product.
  • Facilitates various Court projects or programs.
  • Serves as an advisor to management on the effectiveness and efficiency with which agencies and their components carry out their assigned programs and functions.
  • Evaluates the efficiency and effectiveness of program activities; makes or recommends program modifications; monitors conformance with program and project budget and other requirements; prepares narrative and statistical program performance reports and recommendations; and makes public or staff presentations as appropriate.
  • Analyzes, develops and prepares court case and process information to the Court Administrator and Presiding Judge and recommends appropriate changes or process improvements.
  • Researches and reviews projects, or plans, to determine time frame, funding limitations, and procedures for accomplishing the project; determines staffing requirements and allotment of available resources to various phases of projects.
  • Coordinates the development and implementation of new programs, automated programs and process improvements; develops new or modified administrative program policies, regulations, goals or objectives.
  • Serves as liaison with justice partner agencies to discuss, implement and resolve procedural and/or process issues; reviews administrative audits and/or investigative reports to determine appropriate changes or corrective action required.
  • Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
  • Coordinates Court activities with government regulatory or other governmental agencies.
  • Pursues appropriate grants and other sources of public or private funds to support the Court's ongoing program priorities, mandates, goals and strategy requirements.
  • Prepares federal and state grant applications; negotiates and responds to grants and contracts.
  • Responds to inquiries or complaints from customer, regulatory agencies or members of the public.
  • Performs other related duties as assigned.
