About The Position

The First Judicial District is seeking an experienced professional to lead the Carver County Court Administration team. This position serves as the administrative leader for the District Court in Carver County and the districtwide eDocument Acceptance Team. Responsibilities include the overall management of staff, court operations, and facilities. The role involves a significant management partnership with district judges, court staff, Minnesota Judicial Branch offices, justice partners, and county offices. Key areas of responsibility include caseflow management, financial budgeting, records, jury, technology, human resources, and facilities management for the Carver County District Courts. The primary work location is the Carver County Justice Center in Chaska, MN, with standard work hours of Monday - Friday, 8:00 AM - 4:30 PM.

Requirements

  • Five (5) years of relevant work experience in a court or other legal environment, including processing various case types, filing and recordkeeping, and completing court administrative duties.
  • Three (3) years of supervisory experience.
  • Graduation from an accredited college or university with a bachelor’s degree in business, public administration, court administration, or a related field.

Responsibilities

  • Direct and advise subordinate supervisors or personally implement court human resources processes for recruiting, hiring, training, coaching, evaluating, compensating, recognizing, and disciplining non-judicial court personnel in compliance with Minnesota Judicial Branch policies and union contracts.
  • Manage all aspects of case flow management for Criminal, Civil, Traffic, Family, Probate, Mental Health, Juvenile, and Conciliation cases to ensure timely and accurate processing of documents and efficient case progression.
  • Collaborate with judicial officers to coordinate and manage judicial scheduling, ensuring efficient use of resources, adherence to statutory timelines, and effective case management. Provide guidance on court rules, administrative orders, policies, and procedures. Act as the primary contact for judges regarding personnel, courtroom security, and facility matters.
  • Manage the financial aspects of court operations, including collecting, receiving, and accounting for funds, fees, fines, bonds, and escrow funds, and tracking expenditures. Prepare financial reports and comply with fiscal, risk management, and audit policies.
  • Plan, design, and oversee courtroom and office space, collaborating with County partners for maintenance and security. Supervise the maintenance, repair, and security of court facilities.
  • Work with local Court and District leadership to develop and implement new court operational policies and procedures in response to legal changes. Evaluate current policies and procedures for effectiveness and recommend improvements.
  • Represent the Court in various committees, task forces, and work groups at District, County, and state-wide levels. Serve as the public face of the Court to the media, citizen organizations, and other interested entities.
  • Participate as a member of the senior management team or other leadership groups, contributing to strategic and operational planning aligned with district and Branch-wide initiatives.
