About The Position

Amentum is seeking a Counterintelligence Subject Matter Expert Analyst to support our U.S. Department of Energy and Counterintelligence (DOE-IN) contract. Positions will be based in the Washington, D.C area. Work Schedule: Mon-Fri, 40 hrs/week. This role involves providing expert advice and guidance on counterintelligence analysis, intelligence collection, evaluation, assessment, production, and dissemination. The analyst will mentor other counterintelligence analysts, assist in developing foundational CI documents and policies, and independently assess foreign intelligence and international terrorist threats directed against DOE assets. The position requires producing tactical and/or strategic CI products, integrating field and HQ analysis, and making oral presentations to various personnel. Collaboration with USIC partners and field elements is crucial for identifying investigative gaps and providing analytical context.

Requirements

  • Active Top Secret/SCI
  • Bachelor's degree from an accredited university or college relevant to geopolitics or national security studies.
  • Minimum of twenty (20) years of experience in intelligence and/or counterintelligence analysis in the USIC.
  • Expert knowledge of analytic tradecraft, analytic standards and integrity, analytic methodologies and collection interests is also required.
  • Must possess excellent oral and written communication skills and have a history of proven performance delivering high quality analytic products under sometimes intense pressure to meet tight deadlines.
  • Must demonstrate direct and current knowledge of the mission, structure, and key intelligence programs of the USIC; international political economics and military matters as they impact US national security policy and issues; all aspects of the intelligence cycle; and core analytical competencies to include critical thinking skills and strong collaboration skills.
  • Ability to apply tactical analysis in support of CI investigations or the ability to independently develop strategic analytic products related to adversary targeting of national security interests.

Nice To Haves

  • Special expertise, such as area or country specialization, foreign language fluency, or science and technology knowledge is desired.
  • Master’s Degree or higher is preferred.
  • Relevant analytical training and certifications such as completion of the IC Advanced Analyst Program (ICAAP) are substitutable for advanced degrees.

Responsibilities

  • Support the Deputy Director, CI and the IN-leadership team by providing expert advice and guidance on all issues related to the conduct of counterintelligence analysis and tradecraft including intelligence collection, evaluation, assessment, production, and dissemination while adhering to the highest USIC standards.
  • Provide mentorship and support to counterintelligence analysts at HQ and throughout the DOE enterprise.
  • Assist in developing or updating foundational CI documents and policies such as the annual program of analysis (POA), DOE enterprise threat assessments and respond to taskers from the IN and CI leadership that require expert knowledge.
  • Independently assess the foreign intelligence element and or international terrorist threats directed against DOE personnel, resources, science and technology, facilities and programs.
  • Produce tactical and/or strategic CI products to support the DOE CI program and to inform DOE decisionmakers and for external dissemination throughout the USIC to develop analysis that supports the objectives and goals of the CI program.
  • Work with division leadership to contribute to the integration of field and HQ analysis.
  • Make oral presentations which convey ideas, facts, conclusions, estimates and projections to a variety of DOE and USIC personnel.
  • Engage with USIC partners and field elements regarding CI investigations to ensure investigative gaps are identified and to provide analytical context to collected information.
