About The Position

The Counsel and Hearings Officer serves as the general counsel for the Division, reporting to the Chief Insurance Counsel. They advise the Commissioner on matters related to the Division’s regulatory responsibilities and counsels Division staff on legal issues concerning compliance and operations. The role includes representing the Division in administrative hearings, prosecuting Insurance Code violations, and advising on the drafting of proposed legislation and regulations. They also conduct legal research; write formal opinions, legislation, pleadings, memoranda, and other correspondence; and provide general legal support as needed. Additionally, they may be appointed by the Commissioner to serve as a hearing officer in administrative hearings. This list is not exhaustive.

Requirements

  • A Juris Doctor from an accredited law school
  • Currently admitted to and in good standing with the Nevada bar
  • Proficiency in legal information technology systems, including legal research platforms, case management systems, and e-discovery tools
  • Experience in administrative and civil law
  • A solid understanding of criminal law
  • Familiarity with insurance and risk-transfer concepts
  • Experience presiding over legal proceedings, such as mediation, arbitration, or hearings
  • Understanding the role of regulation
  • Strong research, writing, and communication skills
  • Skilled in managing priorities
  • Ability to work independently and in teams
  • Ability to adapt to new technologies
  • Detail-oriented
  • Proactive
  • Able to develop new skills to meet evolving needs

Responsibilities

  • Advising the Insurance Commissioner and Division on all legal matters
  • Coordinating legal proceedings
  • Representing the Division in contested cases
  • Managing service of process for companies
  • Ensuring compliance with the Insurance Code and other agency obligations such as public records
  • Participating in drafting bills, regulations, and guidance
  • Providing legal support for special projects
  • Conducting staff training
  • Ensuring administrative actions conform to legislative policy under the Commissioner’s direction
  • Serving as a hearing officer in administrative hearings
