About The Position

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state. The Administrative Hearings Section work unit exists to provide a certified court reporter to hear and report verbatim testimony, motions, arguments, statements, and all matters of record heard before the commission and its administrative law judges (ALJs) meetings and conferences. The work unit prepares certified transcripts of testimony on request and on payment. The Hearings Reporter position exists to ensure that a verbatim record of proceedings, stenographically reported word for word, is maintained and that a transcript of proceedings before the Commission and its Administrative Law Judges (ALJs) is available for appeals to the Commissioners, District Courts, and the Supreme Court. This position assists in case preparation, such as marking and maintaining exhibits used in hearings or providing to parties, upon request, instant read-back of their just-spoken word to assist them in rethinking their thoughts on the subject matter. This position also sets Commission proceedings for hearing.

Requirements

  • Two (2) years of professional work experience as a court reporter
  • Real-time captioning of live events
  • Transcribe recorded proceedings in accordance with established formats
  • A letter from the State Judicial Department certifying that the individual has passed the examination and is a Qualified Shorthand Reporter
  • A Certificate of Merit issued by the National Court Reporters Association
  • A letter or certificate from the National Court Reporters Association certifying that the individual has passed the examination and is a Registered Professional Reporter
  • Demonstrated written communication skills, including the ability to convey information to various stakeholders in a clear, accurate, and concise written manner
  • Demonstrated verbal communication skills, including the ability to effectively convey information to audiences in a concise manner

  • Demonstrated experience working in a regulatory environment and/or government agency
  • Demonstrated experience participating in hearings before the Colorado Public Utilities Commission or in court
  • Demonstrated experience with real-time captioning in the context of litigation (depositions and hearings), including transcribing proceedings or depositions
  • Certification as a Certified Real-time Reporter (CRR)
  • Demonstrated experience working with ALJ's and/or commissioners
  • Demonstrated experience working with a variety of different professionals from diverse backgrounds while exercising tact and discretion to effectively communicate in a professional manner
  • Demonstrated experience purchasing, updating, and using stenographic equipment

Responsibilities

  • Reporting on hearings, meetings, and conferences verbatim by stenographically recording all testimony and all verbal communications at official Commission proceedings
  • Producing transcripts by translating stenotype hearing notes and audio recordings
  • Performing clerical duties related to hearings
  • Determining appropriate hardware and software alternatives that align with technical capabilities
  • Scheduling hearings by contacting parties and attorneys to coordinate schedules as to unavailable dates
  • Retaining verbatim transcripts so that they are available for discovery by the parties or for appellate review by courts of higher law
