About The Position

We are seeking an experienced Offshore Cost Engineering & Project Services Lead to support the planning and execution of major offshore capital projects. This role is accountable for leading all cost engineering and project services activities, ensuring accurate estimating, budgeting, forecasting, cost control, and financial performance reporting throughout the project lifecycle. The Offshore CEPS Lead serves as a key advisor to project leadership by integrating cost, schedule, and execution progress data to provide decision-quality insights that support funding, project execution, and commercial outcomes. This position plays a critical role in managing cost risks, enhancing project performance visibility, and ensuring delivery of predictable financial results across a portfolio of offshore projects.

Requirements

  • Bachelor's degree in Engineering, Construction Management, Business, Finance, or a related discipline.
  • Minimum 12+ years of project controls and cost engineering experience supporting major capital projects.
  • Minimum 5+ years in a Lead Cost Engineer, Project Controls Lead, CEPS Lead, or similar leadership role.
  • Demonstrated experience supporting complex offshore oil & gas, LNG, subsea, or energy infrastructure projects.
  • Strong expertise in cost estimating, forecasting, earned value management, variance analysis, risk management, and change control.
  • Experience integrating cost and schedule data to support project performance management.
  • Proficiency with project controls and cost management systems such as EcoSys, SAP, Primavera P6, Power BI, or equivalent platforms.
  • Strong analytical, organizational, and communication skills.

Nice To Haves

  • AACE International certification (CCP, CEP, PSP) and/or PMP certification.
  • Experience supporting projects through multiple phases including Select, Define, Execute, and Closeout.
  • Familiarity with large EPC, reimbursable, and lump-sum contracting environments.
  • Experience supporting offshore subsea, topsides, pipeline, or brownfield modification projects.

Responsibilities

  • Lead development and maintenance of project estimates, budgets, forecasts, and cash flow projections.
  • Establish and oversee project cost control processes to ensure consistency with corporate standards and project execution requirements.
  • Monitor project performance against approved budgets and identify trends, variances, risks, and opportunities.
  • Drive forecasting accuracy through regular performance assessments and proactive engagement with project teams.
  • Review and validate project commitments, expenditures, accruals, contractor invoices, and cost allocations.
  • Integrate cost, schedule, progress measurement, and project execution data to provide a holistic view of project performance.
  • Ensure alignment between project controls systems, WBS/CBS structures, and project reporting requirements.
  • Support funding requests, investment decisions, and management reviews through timely and accurate reporting.
  • Partner closely with engineering, procurement, construction, supply chain, finance, and operations teams.
  • Identify cost risks, growth opportunities, and variance drivers across project phases.
  • Lead cost-related risk mitigation strategies and corrective action plans.
  • Support change management processes and evaluate cost impacts associated with scope changes and execution strategies.
  • Maintain visibility of project contingencies and cost risk registers.
  • Ensure consistent application of cost engineering methodologies, standards, tools, and best practices.
  • Drive improvements in data quality, reporting transparency, and project performance analytics.
  • Support project audits, assurance reviews, benchmarking efforts, and governance requirements.
  • Promote continuous improvement in project controls processes and digital tools.
  • Provide executive-level reporting and presentations to project and functional leadership.
  • Communicate complex cost and performance information to both technical and non-technical stakeholders.
  • Mentor and guide project controls personnel and cost engineering resources as required.
  • Influence key project decisions through accurate analysis and actionable recommendations.
