About The Position

The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for the position of Corrections Specialist 3 - Disciplinary Hearings Officer (CS3) at Airway Heights Corrections Center (AHCC). AHCC is a 2000+ bed male facility located approximately 10 miles west of Spokane. The prison consists of a facility that houses medium and minimum incarcerated individuals (I/I). DOC professional staff experience a high degree of personal satisfaction knowing they are creating environments in which all offenders can learn to make choices that contribute to a safer society.

Requirements

  • High school diploma or Equivalent
  • Four (4) years of professional experience in adult or juvenile corrections, social services or closely related field.

Nice To Haves

  • Bachelor's degree
  • One (1) year of administrative experience in a hearings unit to include processing incarcerated individuals for hearings, scheduling hearings, and disposition of documents post hearings.
  • A master's degree will substitute for one (1) year of experience.

Responsibilities

  • Conducts Prison Disciplinary Hearings using evidentiary rules, due process requirements, state laws and applicable court decisions.
  • Independently renders decisions on the alleged facts, confidential information, evidence and witness testimony to determine if misconduct by an inmate of an adult correctional institution has occurred.
  • Imposes sanctions and serves as the final appeal authority for General Infractions.
  • Responsible for the overall administration of the incarcerated individual's disciplinary hearings at AHCC.
  • Conducts administrative segregation and disciplinary hearings in compliance with WAC Chapter 137-28 in a timely frame.
  • Makes independent decisions on facts presented in Hearings; determines guilt and sanctions, including the loss of liberty interests, such as good conduct or earned time in restitution amounts for losses suffered by the State.
  • Prepare Hearing, Findings, and Dispositions, clearly articulating the basis and supportive rationale for fact findings, decisions and the use of sanctions to support Public Safety and Restorative Justice Concepts.
  • Reviews DOC hearing policies monthly and keeps familiar with all changes.
  • Apply thorough knowledge of WACs, DOC Policies, and local operational memorandums to administer hearings and determine the appropriate sanctions.
  • Interprets RCW’s, WAC’s, Federal Regulation and/or Case Law.
  • Provide first-line supervision to one (1) Corrections Specialist Assistant (CSA) and (1) Correctional Officer 2 (C/O 2).
  • Conduct timely performance evaluations as required and provide ongoing direction, coaching and guidance to staff.
  • Review drafts and updates of policies and procedures for the incarcerated individual hearing process.
  • Other duties as assigned.
