About The Position

The Correctional Support Trades Supervisor II (CSLTS II) position is a Journeyman Plumber Lieutenant position for the Colorado Department of Corrections (CDOC) at the Denver Correctional Complex. This role is crucial for ensuring the safety and security of the public, staff, and inmates, while also overseeing the efficient maintenance and repair of facility plumbing and other trade projects. The position involves supervising both staff and inmate crews, promoting the CDOC's Mission, Vision, and Values with a high level of integrity and commitment.

Requirements

• Active Journeyman Plumber license issued by the Colorado Department of Regulatory Agencies (DORA).
• Five (5) years of employment experience performing preventive, predictive, and corrective plumbing maintenance in a residential and/or commercial setting.
• OR A combination of three (3) years of employment experience in plumbing maintenance and building maintenance experience.
• Building maintenance includes planning, estimating, and performing 'hands on' trades such as carpentry, plumbing, HVAC, and/or welding in a residential or commercial setting.
• Comprehensive understanding of CDOC Performance Management Program (PMP) policy.
• Ability to create a cohesive team while mentoring and motivating assigned staff.

• Must successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments, and written/practical exams in Defensive Tactics.
• Possess the physical ability to successfully complete Defensive Tactics.
• Must be able to see and hear in order to observe, address, and respond to potential breaches in safety and security.
• Ability to seize, hold, control, or subdue violent or assaultive persons and defend oneself or others to prevent injury.
• Demonstrate body agility, strength of all four limbs, and the ability to walk and climb stairs consistently.

• TB (tuberculosis) screening is required of all new employees upon hire.
• Successful completion of a background investigation is required.

Responsibilities

• Ensures the safety and security of the general public, staff, and inmates.
• Ensures the efficient and effective maintenance and repair of facility plumbing and other trade projects.
• Supervises staff and inmate crews.
• Maintains safety and security of facility and work sites through clear communication and training on controlled items, keys, tools, equipment, and chemicals.
• Enforces security procedures by conducting work site searches.
• Monitors workplace environment and inmate behavior, addressing changes, inappropriate activity, or potential problems.
• Initiates verbal reprimands and physically controls inmates when necessary using proper restraints or 'use of force' techniques.
• Monitors, supervises, and escorts inmates according to facility policy and limits access to restricted areas.
• Performs inmate counts and transportation.
• Responds to emergency situations such as fights, fires, and escapes according to agency policy and submits required reporting.
• Promotes a safe and secure environment through conscientious observation, clear communications, and adherence to regulations.
• Provides safety and security through supervision or work lead responsibilities of assigned staff and inmate workers.
• Promotes a high level of performance by setting work standards according to agency mission, vision, and values.
• Trains and instructs staff and inmates in the appropriate use of tools, equipment, and procedures for efficient, safe, and effective task completion.
• Stresses safe construction practices and the proper use of Personal Protective Equipment (PPE).

• Ensures inmate workers are trained in all aspects of building and grounds maintenance, including methods, tool use, blueprint reading, trade-specific skills, and project planning.
• Monitors project progress, inspects work, and ensures timely completion of tasks.
• Ensures inmate evaluations are completed, tracks and calculates inmate hours and pay, creates schedules, assigns tasks, and resolves informal grievances.
• Reduces inmate idleness and creates real-life work opportunities to prepare inmates for community reentry.
• May provide supervisory duties for additional inmate crews in the absence of another supervisor.
• Ensures safe and sanitary installation and reliable operation of all plumbing, HVAC, refrigeration, central plant, and other requisite services.
• Ensures safe, code-compliant potable water service, drainage, and natural gas distribution systems, food service, and laundry by monitoring systems and effecting corrective action.
• Oversees the work and supervises inmate workers during all phases of work, including estimating, pre-design, design review, installation, repair, and/or replacement.
• Ensures reliable delivery of service by scheduling work and monitoring progress on numerous projects.
• Serves as Journeyman Plumber, overseeing plumbing operations, new construction, repairs, and maintenance of central plant, kitchen, laundry, and medical equipment.
• Assists with general maintenance operations.
• Reviews plans, researches code requirements, designs layouts, schedules, and assigns tasks to subordinate staff and inmates.
• Coordinates with other units and trades to maximize efficiency and minimize costs.
• Justifies and requests operating budget based on needs and by conducting and tracking inventory and expenses.
• Maintains accurate records of all projects, parts, and equipment.
• Anticipates replacement of tools, machines, and equipment and maintains records of maintenance and service manuals.
• Ensures implementation of processes to prevent/detect theft.
• Is subject to facility call back and working additional hours or shifts.
• Is subject to schedules which include weekends, holidays, and various shift times.
• May work in close proximity to industrial equipment and/or in inclement weather.
