About The Position

The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. Requirements

  • High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
  • Two years of experience supervising the work of Correctional Officer Supervisors in the custody and security of adult inmates.
  • U.S. Citizenship or Resident Alien status
  • Must be at least 21 years of age
  • A completed background investigation
  • Oral interview
  • Physical examination.
  • Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
  • Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Nice To Haves

  • Candidates may substitute additional education at an accredited college or university at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.
  • Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to Correctional Officer Captain.
  • Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer Captain on a year-for-year basis for the required experience.
  • This position is limited to current Department of Public Safety & Correctional Services employees who are eligible within the K9 unit.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Responsibilities

  • Responsible for overall management and direction of the K-9 Unit.
  • Develop K-9 Unit policy and interdiction strategy.
  • Plan and coordinate response to critical events or problems.
  • Provide guidance and direction to regional K-9 supervisors and handlers.
  • Develops and reviews the K-9 Unit budget.
  • Develops program for accountability and physical security of CDS.
  • Reviews and approves staffing plans.
  • Review and approves K-9 training program, ensures compliance with Correctional Training Commission regulations.
  • Ensures all K-9 handlers administrative requirements, progressive and disciplinary counseling and evaluations are met.
  • Ensures staff payroll, personnel working files, and leave records are maintained.
  • Review, process and prepare responses to unit correspondence in accordance with Division guidelines.
  • Acts as a direct liaison coordinating K-9 activities with allied agencies and institutional managers or wardens.
  • Reviews all injury reports, investigates when necessary, ensures corrective action is taken.
  • Coordinates with DOC Risk Management Team Leader with status of employees injured.
  • Reviews administrative and interdiction reports completed by handlers and regional supervisors to ensure accuracy, completeness and compliance with policy.
  • Report to Headquarters and act in a staff capacity directing and coordinating K9 operations statewide.
  • Directly supervises Assistant K-9 Commander and through him/her the remaining K-9 supervisors, to ensure compliance with deployment, training, and health care standards for the unit.
  • Reviews performance evaluations on Op's Lt./ CRT Commander and the K-9 trainer.
  • Conducts the performance evaluation on the Assistant Commander.
  • Controls and monitors overtime usage.
  • Acts in advisory capacity during institutional events requiring an EOC.
  • Respond to request for service with allied agencies.
  • Provides detailed reports and draft agency policy as requested.
  • Must be on 24-hour availability.
  • Testify in criminal and civil court.
  • Testify before legislative bodies.
