About The Position

The NC Department of Adult Correction is a large state agency with over 14,000 employees responsible for the care, custody, and supervision of adults sentenced for violating North Carolina laws. This department includes state prisons, probation/parole services, Administration, Health Services, Rehabilitation & Reentry, Special Operations, and the Post-Release Supervision & Parole Commission. The position will provide support services to assigned diagnostic centers by resolving complex issues related to sentences and commitments, monitoring production and compliance with policies, reviewing electronic files and PSD reports, and acting in an advisory capacity. This role involves consultations with administrative and field staff to identify and correct operational problems, implement legislative and policy changes, and provide daily assistance with issues requiring inter-agency contact. The position will also conduct research and prepare reports for administrative staff on various topics, often in critical situations. Additionally, the role involves coordinating and administering the Presentence Diagnostic (PSD) program, chairing committees, writing reports to the court, consulting with other agencies, scheduling appointments, and ensuring proper document disposition. Other responsibilities include overseeing statewide DNA testing, providing training and monitoring compliance for programs like the Exceptional Students Program, Non-English Speaking Program, and Consulate Notification, daily monitoring of diagnostic center production statistics, revising the Offender Rule Book and Audio/Visual Offender Orientation video, monitoring psychological test materials, setting up and participating in training programs for various staff, and preparing the Diagnostic Services Branch monthly statistical report.

Requirements

Bachelor’s degree in a human services field from an appropriately accredited institution and two years of experience as a Correctional Case Analyst; or an equivalent combination of education and experience.

Responsibilities

Provide support services to assigned diagnostic centers by resolving complex issues, i.e. sentences, commitments, monitoring their production and their compliance with Division of Adult Correction-Prisons and diagnostic policy and procedure, by reviewing their electronic files and their PSD reports and otherwise acting in an advisory position.
Provide consultations with administrative and field staff to assist in the identification and correction of problems related to operational issues; implementing legislative and policy changes and administrative directives; providing daily assistance with problems and situations requiring contacts with other sections or agencies, i.e. commitments, releases, OPUS issues.
Do research and reports for administrative staff on a variety of issues or topics on an as needed basis, often in critical situations, for example special work release cases, etc., for legislators, judges or the secretary’s office.
Coordinate and administer the PSD program by chairing committees and writing reports to the court.
Consult with other agencies about the PSD program, set-up and schedule PSD appointments and ensure proper disposition of all documents relating to the case at the conclusion of the study.
Overseeing and ensuring compliance with DNA testing statewide.
Providing training, monitoring the screening process and ensuring compliance at the diagnostic centers with the Exceptional Students Program, Non-English Speaking Program and Consulate Notification.
Daily monitoring of diagnostic centers production statistics.
Revising and updating the Offender Rule Book as necessary.
Revising and updating the Audio/Visual Offender Orientation video as necessary.
Monitoring inventory of psychological test materials with yearly ordering and distribution.
Setting up and participating in training programs for case analysts, admission technicians, and behavior specialists and offering other training as needed in addition to following-up in the field.
Preparing the Diagnostic Services Branch monthly statistical report.
