About The Position

The position of Corporate Attorney and Government Affairs Liaison is responsible to and works under the direction President and CEO. Legislative and Governmental Affairs: Support the CEO in the development and implementation of public policy strategies at the federal, state, and local levels. Engage with policymakers at all levels of government — independently or alongside the CEO — and coordinate activities with CORE's lobbyist. Develop and expedite communications related to statutory and policy initiatives requiring legal review. Build and maintain productive working relationships with legal and compliance departments within CORE's donation partner organizations, including hospital systems, to ensure alignment on standards and support collaborative policy implementation. Advocate for strategies in Pennsylvania and West Virginia that increase organ donation and other lifesaving opportunities consistent with the OPO's mission. This includes engaging elected officials at the federal and state levels — including members of Congress, state legislators, District Attorneys, Coroners, Medical Examiners, and appointed officials at both the state and federal levels — building coalitions, cultivating relationships with key policymakers' staff, and developing both legislative and public education strategies. Conduct daily reviews of proposed and pending legislation at the state and federal levels. Report findings on legislation affecting CORE, its mission, or the organ procurement community at Executive Leadership meetings and on an as-needed basis. Legal Matters: Serve as the primary point of contact for all legal matters, both internal and external. Liaise with external legal counsel, conduct internal policy review and development, advise on Human Resources matters, and manage donor record requests. Oversee all Corporate Compliance and Legal and Ethical Behavior training for new and existing employees, including annual training cycles and ongoing review and updates to training materials. Technical Writing: Apply advanced technical writing skills to assist Leadership and staff with the completion of applications, project proposals, and related documents. Develop documents, forms, and tools as directed by Leadership to support project creation, tracking, and summarization. Participate as an active team member on assigned projects. Due Diligence and Contract Review Manage the full contract review process, including due diligence on all new vendors and suppliers. Review and revise contracts as needed, and assist in the creation and updating of Memoranda of Agreement and Research Agreements. Corporate Compliance Serve as the Corporate Compliance Officer. Conduct annual audits, evaluate results, and present recommendations to the Executive Leadership team. Facilitate onboarding compliance training for new employees and annual training for the Board. Review potential conflicts of interest and hospital-reported potential breaches of records confidentiality. Investigate compliance issues, collect data, and report trends to the Executive Leadership team. SCOPE OF RESPONSIBILITY Provide comprehensive legal counsel and compliance oversight across all internal and external matters, ensuring the organization operates in accordance with applicable laws, regulations, and ethical standards. Develop and lead the implementation of public policy strategies at the federal, state, and local levels to advance organ donation, research, and other priorities central to the OPO's mission. Partner with Leadership and staff to support project work, technical documentation, and contract management, contributing as a collaborative team member across organizational initiatives.

Requirements

  • BA or BS degree is required along with a Juris Doctorate
  • Active bar membership in Pennsylvania or eligibility to be admitted via reciprocity.
  • Three-to-five-year experience in legal work/experience preferred
  • Three-to-five-year experience in public policy development, legislative advocacy, government affairs, public education, or political campaign work preferred
  • Demonstrated excellence project management, time management and organizational skills
  • Strong interpersonal skills and ability to apply consistent standards with flexibility for various functions
  • Working knowledge of computer-based skills, including word processing and spreadsheet development
  • Ability to travel to local, regional and national meetings – with overnight stays required
  • Excellent communication skills both oral and written
  • Excellent team building skills
