About The Position

The Coordinator 2 – Client Medicaid Services is a pivotal role responsible for ensuring the effective administration, compliance, and strategic operation of Medicaid and SHARS programs and special education data management systems across client districts. Acting as the primary liaison for superintendents, CFOs, special education directors, principals, managers, and SHARS providers, the Coordinator 2 manages complex administrative functions, maintains accurate records, monitors program compliance, and provides actionable data to optimize operations and maximize Medicaid revenue. This role drives program implementation delivers expert guidance and training on Medicaid regulations, e-SHARS system and special education data management systems use, and executes special projects that enhance departmental efficiency and stakeholder collaboration. Success in this position requires exceptional organizational skills, strong analytical and problem-solving abilities, superior communication and leadership, and a steadfast commitment to excellence.

Requirements

  • At least 3 to 5 years of work experience.
  • Proficient in Microsoft Office Suite, RFP Watch, Web Master Software, and social media platforms.

Responsibilities

  • Serves as a key leader and primary liaison for client districts, including large districts, and new districts, ensuring seamless operations, compliance, and program effectiveness.
  • Directs and coordinates all activities of the senior leadership team and the department, including planning, facilitating, and managing follow-ups from meetings, while overseeing SHARS program development and enforcing medical claiming and regulatory policies.
  • Provides strategic oversight and support to assigned districts, ensuring adherence to Medicaid program compliance, billing, and audit requirements, while analyzing daily operations, resolving issues, and prioritizing initiatives to optimize performance.
  • Responsible for training district administrators, clinicians, and health and related service providers on the e-SHARS billing system, Medicaid reimbursement programs, and compliance standards, to ensure consistent execution of departmental goals, regulatory compliance, and the delivery of high-quality services.
  • Leads and supports client districts in implementing school-based Medicaid programs, serving as the primary liaison to ensure compliance, optimize Medicaid revenue, and oversee SHARS operations.
  • Develops and delivers training on Medicaid regulations and the e-SHARS system, regularly traveling across Texas to provide guidance and support.
  • Assesses infrastructure, monitors operations, evaluates cloud-based data systems, implements new programs, prepares stakeholder communications, and mentors staff.
  • Assists new districts in building the infrastructure needed to launch Medicaid programs effectively.
  • Serves as the primary liaison for client district stakeholders, representing the department in critical meetings, including TEA, TMHP, and HHCS audits.
  • Resolves district concerns by investigating issues, collaborating with teams, and working with administrators to set regulatory-compliant goals that maximize Medicaid revenue.
  • Provides guidance, resources, and training to prevent recurring issues, improve client satisfaction, and strengthen operations.
  • Ensures timely follow-up, maintains accurate records, and supports process improvements while ensuring full compliance with district, state, and federal regulations.
  • Executes high-priority special projects for the department and district, coordinating with the Technology team and external contractors to upload data, analyze and resolve issues, and provide input on programming and system development for the online application.
  • Facilitates effective communication regarding reported issues and system bugs, including reproducing errors, supporting system testing, and participating in quality assurance activities prior to software production releases.
  • Analyzes district data and collaborates with third-party vendors to research and resolve technical data issues, ensuring accuracy, functionality, and optimal system performance.
  • Prepares and files required reports to ensure client districts compliance with state and federal Medicaid requirements, including mission-critical Medicaid, SHARS Cost Reports, Certification of Expended Funds (COEF) and Maintenance of Effort (MOE) compliance to USHHS Office of Inspector General (OIG) disclosures.
  • Maintains a proactive approach to audit readiness by monitoring internal controls, conducting periodic compliance assessments, and ensuring all documentation meets the highest standards for state and federal regulatory inspections.
  • Ensures HISD’s contractual responsibilities under executed Interlocal Agreements with client districts are fulfilled through effective managerial oversight, defined spans of control, infrastructure development, variance analysis, comprehensive reporting, and consistent client communication.
  • Prepares and submits required reports to support client district compliance with state and federal Medicaid regulations, including mission-critical deliverables such as SHARS Cost Reports, Certifications of Expended Funds (COEF), Maintenance of Effort (MOE) documentation, and disclosures to the U.S. HHS Office of Inspector General (OIG).
  • Leads and coordinates operational and administrative functions across departments through a unified calendar of weekly, monthly, and annual activities.
  • Drives revenue optimization by managing client district eSHARS uploads, prescriptions, competency training, service log tracking, error resolution, and RMTS participant lists, ensuring strict compliance with district, state, and federal regulations.
  • Leads regular Medicaid compliance meetings, updating key stakeholders and addressing concerns, risks, and issues to ensure continuous adherence to program requirements.
  • Supports client districts with SPED related compliance functions, including special education data management system integrations.
  • Analyzes district-specific data to identify discrepancies and coordinates corrective actions while maintaining confidentiality and data integrity.
  • Supports project management and progress monitoring by implementing district and department procedures and best practices.
  • Monitors staffing needs within assigned client districts and collaborates with relevant district team members to address those needs, performing other job-related duties as assigned.
  • Cultivates strong relationships with client district stakeholders to enhance engagement, collaboration, and program success.
  • Supports the planning and execution of marketing strategies for events, conferences, and campaigns, ensuring materials are timely, engaging, and aligned with department goals and district guidelines.
  • Coordinates on-site event logistics, manages digital communications and social media content, and ensures all marketing materials meet department standards.
  • Oversees project timelines, approvals, and deliverables, maintains internal and external communications, and prepares, updates, and implements Requests for Proposal (RFPs) for school-based Medicaid and related programs, and special education data management systems.
