About The Position

This position has been identified as bilingual mandatory for the organization. While preference may be given to bilingual (English/French) candidates, all qualified applicants are encouraged to apply. This opportunity is being offered as a 36‑month term position with possibility of becoming permanent. The Controller oversees the preparation of external financial reports, including Board of Directors reporting, the Corporate Plan, and in‑year budget updates and financial results. The role is responsible for developing financial policies, managing DCC’s financial systems, supporting accounting operations, and ensuring the safeguarding of DCC and Government of Canada assets. The Controller works to improve the efficiency of corporate financial processes and strengthen internal control systems by analyzing current practices, recommending enhancements, and drafting new or revised policies. The role also provides recommendations to the Director, Finance on atypical financial issues and leads special projects as required.

Requirements

  • College diploma in accounting or a related field
  • A minimum of eight (8) years of relevant experience
  • A Chartered Professional Accountant (CPA) designation or equivalent
  • Knowledge of finance best practices, legislation, and reporting requirements
  • Knowledge of strategic planning, human resources, project management, and risk management principles
  • Strong analytical and financial analysis skills
  • Strong interpersonal and communication skills
  • Ability to develop and monitor budgets
  • Ability to resolve complex issues involving multiple stakeholders
  • Demonstrated leadership, business acumen, and people management skills

Responsibilities

  • Oversee the preparation of all external financial reports and ensure accuracy, timeliness, and compliance with International Financial Reporting Standards (IFRS) and legislative authorities
  • Lead the preparation of reliable and timely internal financial reports and actively manage results against plans
  • Provide guidance to senior management on budgeting, forecasting, and compliance with the Cash Management Policy
  • Lead the accounting operations team and manage associated human resources responsibilities
  • Manage the annual financial audit in collaboration with the Office of the Auditor General
  • Manage regional internal verification (sections 33 and 34 of the Financial Administration Act) and auditing
  • Co‑lead the implementation and maintenance of the internal control certification process for the CEO and CFO
  • Support the development and implementation of financial strategies, policies, and initiatives
  • Develop and maintain effective relationships across the organization and with external stakeholders
  • Monitor and manage financial risks related to policies and procedures
  • Provide training and guidance on financial systems
  • Define business requirements and provide recommendations for finance‑related IT improvements
