About The Position

PrimeCare Medical is currently looking for a Controlled Substance Compliance Manager to work within the Legal and Compliance Department at PrimeCare Medical's Corporate Office located in Harrisburg, Pennsylvania. This position is responsible for overseeing PrimeCare Medical's controlled substance compliance program across multiple correctional health care facilities. The Corporate Controlled Substance Compliance Manager will work collaboratively with the Legal Department and its team of Corporate Compliance Specialists, as well as Clinical and Nursing Operations, Pharmacy Vendors, and on-site facility leadership to promote compliance with applicable federal and state laws, regulatory requirements, accreditation standards, and company policies related to controlled substances.

Requirements

• Bachelor's degree (or higher education) in Healthcare Administration, Healthcare Compliance, Pharmacy, Nursing, Criminal Justice, Public Health, Business Administration, or a related field required.
• Minimum of three (3) years of experience in healthcare compliance, pharmacy operations, controlled substance compliance, regulatory affairs, auditing, investigations, or related field.
• Demonstrated knowledge of DEA regulations, controlled substance recordkeeping requirements, inventory management, and diversion prevention practices.
• Strong organizational, analytical, investigative, and problem-solving skills.
• Proficiency with Microsoft Office Suite, including Excel and Word.
• Ability to travel to company facilities as needed.

Nice To Haves

• Bachelor of Science in Pharmacy or Doctor of Pharmacy degree from an accredited institution with proven leadership and management experience.
• Juris Doctor degree with at least three (3) years of regulatory compliance experience.
• Certified Healthcare Compliance (CHC), Certified Compliance & Ethics Professional (CCEP), Registered Nurse (RN), Pharmacist (RPh/PharmD), or similar professional credential.
• Experience in correctional healthcare, hospital, long-term care, or pharmacy settings.
• Experience conducting audits, inspections, investigations, and regulatory reviews.

Responsibilities

• Monitor organizational compliance with applicable federal and state controlled substance regulations, including Drug Enforcement Administration (DEA) requirements and applicable state Board of Pharmacy regulations.
• Develop, implement, maintain, and periodically revise policies, procedures, forms, and guidance documents related to controlled substance management, accountability, diversion prevention, recordkeeping, and disposal.
• Oversee a team of regional Corporate Compliance Specialists and the performance of facility audits, inspections, and compliance reviews to assess adherence to company policies and regulatory requirements.
• Review controlled substance inventories, documentation, discrepancy reports, destruction records, and related compliance data to identify trends and areas of risk.
• Investigate controlled substance discrepancies, losses, diversion concerns, and other compliance-related matters as directed.
• Monitor corrective action plans and collaborate with facility leadership to address identified deficiencies.
• Serve as a compliance resource to facility Health Services Administrators, Regional Managers, Medical Directors, nursing staff, and executive leadership.
• Develop and conduct educational and in-service training programs related to controlled substance compliance, diversion prevention, and regulatory requirements.
• Collect data and prepare audit reports, compliance summaries, performance metrics, and other reports as requested by leadership.
• Assist with preparation for regulatory inspections, accreditation surveys, audits, investigations, and record requests.
• Participate in Quality Assurance and Continuous Quality Improvement activities related to pharmaceutical operations and controlled substance management.
• Monitor developments in applicable laws, regulations, and industry standards and communicate necessary operational changes to leadership.
• Perform other duties as assigned.
