About The Position

The Control Room Management Specialist plays a pivotal role in advancing departmental goals and ensuring compliance with Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations related to 192. This position requires a self-starting, supremely organized individual with the ability to understand federal requirements and to develop and maintain a Control Center training, standards, and procedures program to meet those requirements.

Requirements

  • Bachelor’s degree required or equivalent experience.
  • 6+ years working in a control center.
  • Previous experience with data analytics management, teaching, coaching, and presenting required.
  • Proven ability to handle multiple projects simultaneously with an emphasis on attention to detail.
  • Ability to build and maintain effective and collaborative relationships.

Nice To Haves

  • Knowledge of DOT/PHMSA regulations, including control room management (CRM) requirements.
  • Understanding of the Natural Gas Industry and Gas Control operations.
  • Proficiency in SharePoint, Word, Excel, DataParc, and PowerPoint.
  • Experience developing and implementing control room training.

Responsibilities

  • Maintain extensive knowledge of DOT PHMSA federal regulations and compliance requirements.
  • Maintain Control Room Management (CRM) Procedures to ensure compliance.
  • Support and maintain an effective training program for pipeline controllers, including initial and recurring training.
  • Develop and maintain Alarm Management Program metrics and KPIs to evaluate and continuously improve the program's effectiveness.
  • Supporting Control Center programs, including fatigue management, change management, and alarm management.
  • Develop curriculum, training materials, best practices, desktop drills, manuals, and tests for operations and regulatory/compliance training programs.
  • Supports CRM with internal/external inspections and audits.
  • Conduct annual compliance training for controllers and management.
  • Function as Gas Control representative for Supervisory Control and Data Acquisition (SCADA) system changes and projects.
  • Help develop and oversee software enhancements to improve Gas Control’s ability to operate the pipeline safely, efficiently, and in a compliant manner.
  • Perform or oversee reviews of controller activities and workload analysis to ensure safe operations of pipeline systems.
  • Support system-wide Gas Control Department goals, incident investigations, and lessons-learned initiatives.
