About The Position

Resonant Sciences LLC has an immediate opening for a Contracts Specialist to join our Beavercreek, Ohio team. The position provides an opportunity to join an elite team and enhance the performance and profitability of an organization whose primary mission is to support our Nation's War Fighters. The candidate for this position shall be self-starter who can work independently, with little guidance, operating within their supervisor’s intent. They should be capable of working cooperatively with teams of all sizes and working with multiple interdependent groups working towards a common goal. To effectively interact and correspond with our customers, the candidate must be a quick learner and capable of understanding complex contractual language. They should also have the appropriate level of contracts experience, business, and FAR/DFARs regulations acumen required to effectively formulate business strategies, answer regulatory questions, and be able to solve issues as they arise. The goal of this position is to gain experience, knowledge, and understanding of the company and customers Resonant supports.

Requirements

  • Bachelor’s degree in a related field and typically 3 or more years of related work experience. Higher education may substitute for relevant experience. Relevant experience may be considered in lieu of required education. BA/BS required in related field. Relevant work experience may substitute for required education.
  • Previous Government Contracting experience. Preferably in the Defense/Aerospace industry.
  • Working knowledge of FAR/DFARS or ability to quickly read, interpret, and understand the relevant regulations.
  • Ability to problem solve - applying originality, creativity, and initiative.
  • Ability to plan, organize, multi-task, prioritize, and execute assigned workload to meet multiple deadlines.
  • Ability to interpret considerable data of a technical/programmatic nature to effectively perform duties and responsibilities.
  • Extensive skills application of MS Office products.
  • Must be detail-oriented without losing sight of the big picture.
  • Ability to work well under pressure in a fast-paced, changing environment.
  • Travel may be required.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Secret security clearance required. Active clearance preferred.

Nice To Haves

  • Experience contracting with Department of Defense and Civilian Agencies (including NASA).
  • Working knowledge of export regulations (ITAR/EAR) desirable.
  • Previous legal experience as a paralegal or licensed attorney on the State of Ohio.

Responsibilities

  • The Contracts Administrator serves as a key contributor in proposal preparation, contract negotiation, contract closeout, and all other facets of customer contracting.
  • Work with the Contracts Manager and Program team to ensure quick, thorough, and accurate contractual matters are completed within tight timelines.
  • Provides coordination with other departments as necessary in the preparation of responses to customer correspondence and other requests.
  • Maintains close, professional interface with internal and external customer personnel (technical, administrative, and business).
  • Reviews RFP requirements for contract risk, recommends appropriate exceptions/fall-back positions accordingly to leadership for review.
  • Develop, in conjunction with the Program Manager, written negotiation strategies for all new awards and contract change activity.
  • In conjunction with Contracts Manager reviews all assigned bids, proposals and contracts, including changes, modifications and amendments thereto, prior to negotiation and execution to ensure that they are complete, responsive and correct in all aspects.
  • Works the required subcontracts and Purchase Orders for all assigned contract actions, including tracking contract requirements, deliverables, due dates, and administrative requirements.
  • Submits for review NDA, Teaming Agreements, etc. associated with assigned business area.
  • Maintains awards log - responsible for accuracy of contract awards and validation of loading awards in appropriate trackers.
  • Works closely in assisting the Contracts Managers and Program Managers in tracking progress, proposals, awards, invoices, schedules, and configuration management control.
  • Develops and maintains working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and all other customer specific procurement rules and regulations.
  • Performs other duties, as assigned.
