About The Position

MDW Associates is seeking a Contracts SME to support the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)) within the Department of War (DoW) in Arlington, VA. This role is hybrid, requiring 2-3 days on-site per week. The SME will advise on government property accountability processes, develop and conduct training, provide user assistance, and participate in Agile development for various modules and systems. Responsibilities include supporting procurement integration, property system testing, analyzing IUID compliance, establishing IUID policy, supporting the Integrated Award Environment (IAE) for seamless integration of DoW and federal acquisition systems, facilitating interagency working groups, supporting audit responses, and contributing to acquisition system development and strategic plans.

Requirements

  • At least 15 years of practical experience and at least 3 years of recent staff level (Component level or higher).
  • At least 7 years of practical experience in Federal e-Business Systems execution.
  • At least 3 years of practical experience with the PIEE GFP Module and IUID Registry or equivalent systems.
  • At least 3 years of practical experience with the Integrated Acquisition Environment processes.
  • At least 3 years of practical experience in program management.
  • Capable of working independently in a fast-paced environment, managing multiple concurrent tasks with urgent deadlines and interfacing with internal and external stakeholders.
  • Strong written and verbal communication skills.
  • Active Secret Security Clearance.

Nice To Haves

  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracting Professional (or Legacy Level III) is highly desirable.

Responsibilities

  • Advise in government property accountability end-to-end processes and policies, including both OSW and Component-level (such as DLA, DCMA, and Services) and corresponding information systems and tools.
  • Develop and conduct training including GFP policy and GFP Module training, for both Contractor and Government users.
  • Provide assistance to both Contractor and Government users as required.
  • Participate in Agile Development process for capabilities and enhancements for the GFP Module, to include sprint planning, demonstrations, backlog grooming, touch points, testing, and user stakeholder coordination.
  • Assist with Procurement Integrated Enterprise Environment interfacing with both Government and Contractor property systems.
  • Provide Component property system testing support, including for the Enterprise Logistics Management System Support transaction creation, troubleshooting, and coordination with Joint Interoperability Test Command.
  • Analyze Item Unique Identification Clause Compliance metrics.
  • Assist with establishing a next- generation Item Unique Identification (IUID) policy and any related changes to the IUID Registry or GFP Module.
  • Support the Integrated Award Environment (IAE) to ensure the DoW acquisition systems and federal acquisition systems seamless integration to ensure transfer of data.
  • Facilitate and support high-level interagency working groups to advocate for DoW policy and system requirements.
  • Support development of audit responses and the implementation of the audit recommendations for IAE and DoW acquisition systems findings.
  • Participate in development process for capabilities and enhancements for acquisition systems that impact the IAE and other DoW and Federal acquisition systems.
  • Provide recommendations and guidance on acquisition system development.
  • Ensure IAE Activities align with and execute the Defense-Wide Procurement Capabilities Strategic Plan.
