About The Position

Under general administrative direction from the Director of Procurement Services, the Contracts Operations Manager will provide the Contracts Operations Team within a policy and governance framework, overseeing end-to-end contract operations with a focus on supporting the various divisions requiring contract services throughout SFO. This includes translating program objectives into actionable operational plans, designing and maintaining an effective team structure, and defining clear roles and responsibilities across contract lifecycle activities. The role is responsible for workforce planning—identifying current and future staffing needs, managing recruitment and capability development, and ensuring the team has the skills and capacity to meet demand. The Contracts Operations Manager will allocate and monitor operational resources to support internal SFO staff across all phase of the contracting lifecycle, including assisting with the development of scopes of work, performance standards, scoring criteria for competitive solicitations; and providing assistance on the payment review process to ensure that contractual requirements are met. The Contracts Operations Manager will also support timely and compliant contract execution, while continuously assessing workload trends, risks, and service delivery requirements to forecast future resource needs. Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Six (6) years of recent, verifiable, progressive professional procurement experience, including developing scopes of work, solicitations, and contracts, reviewing and processing external approvals, maintaining contracts, and creating procurement trainings, of which 3 years must include experience supervising and coaching professional-level staff.
  • Qualifying experience as described above may be substituted for the education requirement on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
  • One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Responsibilities

  • Oversee day-to-day Contract Operations to ensure effective delivery of contract lifecycle activities in accordance with organizational policies and objectives.
  • Act as a subject matter advisor to section managers on contract operations, procurement processes, workflow prioritization, and resolve complex or sensitive contract operational issues, by building consensus among competing stakeholder priorities.
  • Monitor operational performance in contract administration activities.
  • Develop, implement, and maintain contract operations systems, procedures, and administrative controls to support consistent, efficient, and compliant contract management activities in accordance with governance frameworks and applicable regulations.
  • Define and adjust service levels to align with policy requirements, stakeholder expectations, and operational capacity.
  • Oversee, investigate, and resolve operational issues, escalating high-risk matters as needed to ensure timely resolution.
  • Evaluate team outputs and service delivery performance, recommending and implementing improvements to enhance quality, consistency, and efficiency.
  • Lead, develop, coach, and manage performance of direct reports, including setting expectations, providing feedback, conducting reviews, and addressing performance issues.
  • Participate in budget development and administration by justifying proposals, monitoring expenditures, ensuring accurate reporting, and advising on potential cost overruns with mitigation options.
  • Maintain productive relationships with internal stakeholders (including Airport and City/County leadership) to support effective contract administration and service delivery outcomes.
  • Represent the Department in interagency meetings, working groups, and forums related to contract operations and service delivery.
  • Perform other functions outlined in the 0931 Manager III.
