About The Position

Parsons is looking for an amazingly talented Contracts Manager to join our team! In this role you will get to lead a team and manage contracts activity for the Defense and Security Facilities Directorate of our Infrastructure Solutions Sector. You will be responsible for some of our largest, most complex engineering, construction, and services contracts in the Federal sector, along with managing challenging issues and negotiations.

Requirements

  • Bachelor’s degree in business administration, Finance, Law, or related field.
  • 12+ years of prime contract administration experience within a large defense, government services, or commercial firm providing engineering, services, and/or construction is required.
  • Requires a comprehensive knowledge of industry business practices and the negotiation of US Government, commercial and international prime contracts, subcontracts, non-disclosure agreements, teaming agreements, joint ventures, and other types of agreements.
  • Strong background in construction contracting, engineering, and/or related services.
  • Strong knowledge of FAR/DFAR and other FAR Supplements.
  • Candidate must also possess strong written and oral communication skills, excellent interpersonal skills.
  • Working knowledge of PC software packages typically associated with contract administration.
  • Must be capable of negotiating the most complex contractual issues.
  • Proven ability for managing and directing work involving complex situations.

  • Experience proposing and negotiating Engineering and Construction Contracts
  • Experience developing and negotiating Requests for Equitable Adjustment, Engineering Change Proposals and Claims
  • US Government Secret Clearance desired

Responsibilities

  • Negotiates the most significant contracts or contract modifications, often under difficult conditions.
  • Draws upon broad prior experience to effectively negotiate the most favorable terms and conditions with prospective and current clients while achieving Company objectives.
  • Identifies risks and contractual terms not conforming to Company policy.
  • Participates in Business Unit strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.).
  • Advises Directorate Manager and Program Teams regarding scope, financial, and risk issues of prime contracts.
  • Works with proposal teams in the drafting and submission of proposals, including terms and conditions, and assumptions.
  • Selects personnel, makes staffing assignments, supervises work produced to ensure consistent high-quality performance.
  • Provides training and development for personnel assigned.
  • Keeps subordinates up to date relative to the availability of resource materials dealing with current contract administration and negotiation issues.
  • Performs other responsibilities associated with this position as may be appropriate.
