About The Position

The Louisiana Commission on Law Enforcement (LCLE) is seeking a highly skilled and experienced Grants Manager to oversee and direct the agency’s comprehensive federal and state grant portfolios. This leadership role is responsible for managing a dedicated team of grant reviewers, ensuring strict compliance with all regulatory guidelines, and modernizing grant administration processes. The ideal candidate will serve as the agency’s authoritative subject matter expert on grant compliance, a key liaison for state and federal auditors, and the strategic overseer of the agency's automated EGRANTS management system.

Requirements

  • Three years of the required experience for the following minimum qualification must have been in contracts or grants management: Seven years of experience in contracts or grants management, procurement, financial management, or accounting; OR Six years of full-time work experience in any field plus four years of experience in contracts or grants management, procurement, financial management, or accounting; OR A bachelor's degree plus four years of experience in contracts or grants management, procurement, financial management, or accounting; OR An advanced degree in business or public administration, finance, economics, or statistics plus three years of experience in contracts or grants management, procurement, financial management, or accounting.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Manage and direct a team of grant reviewers and a program monitor in the development, monitoring, and administration of all federal and state grants, including writing performance appraisals and guiding staff development.
  • Serve as the agency’s official authority on grant regulations, rules, and tracking; interpret complex state and federal laws to develop internal policy recommendations and ensure standardized procedures across all agency sections.
  • Direct the automated EGRANTS information system for financial and managerial reporting, collaborating with IT and external vendors to troubleshoot, maintain, and develop new system components.
  • Oversee the complete lifecycle of grant applications, agreements, budget revisions, and monitoring reports, while establishing standardized certified assurances and special conditions for sub-recipients.
  • Direct the review and approval of sub-grant adjustments, authorize project payments, and manage the final closure of entire federal programs to ensure the proper de-obligation of unexpended funds.
  • Prepare, reconcile, and transmit quarterly Federal Financial Status Reports to the U.S. Department of Justice, and coordinate statewide EGRANTS access, training, and troubleshooting for regional planning districts.
