About The Position

The Contracts and Finance and Accounting Program Manager plays a critical role in the development, management, and oversight of departmental contracts. Operating independently and in partnership with the Vice Chair of Finance and Administration, this position ensures the integrity and compliance of all contractual processes and finances. The Program Manager is expected to perform duties at an advanced and expert level, overseeing the day-to-day operations and maintaining full accountability for contract review, approval, and monitoring. The Program Manager will contribute to the strategic growth and success of departmental goals through contracts management and financial analysis.

Requirements

  • Bachelor’s degree in Accounting, Finance, or a related field from an accredited institution
  • Minimum of 4-6 years of experience in financial analysis, accounting, or contract management.
  • A combination of education and related technical/military/paraprofessional experience may be substituted for a bachelor’s degree on a year for year basis.
  • Applicants must meet minimum qualifications at the time of hire.
  • Strong understanding of GAAP and federal financial regulations.
  • Proficiency in financial reporting tools and accounting software.
  • Excellent analytical, organizational, and communication skills.

Responsibilities

  • Serve as the primary departmental resource for the development, negotiation, review, execution, and ongoing administration of professional service agreements, procurement agreements, and other contractual arrangements.
  • Coordinate with faculty, departmental leadership, CU Medicine, CU Innovations, University departments, and external organizations to facilitate contract development and ensure appropriate review and approval processes are completed in accordance with institutional requirements.
  • Guide agreements through all required internal business review processes, ensuring appropriate approvals, financial assessments, and compliance reviews are obtained prior to execution.
  • Analyze contract terms and prepare summaries, risk assessments, and recommendations for faculty and departmental leadership to support informed decision-making.
  • Maintain comprehensive knowledge of University, School of Medicine, CU Medicine, State of Colorado, and departmental policies governing contracting, procurement, financial administration, and professional service agreements.
  • Serve as the primary point of contact for all contract-related matters, building and maintaining collaborative relationships with internal and external stakeholders.
  • Establish and maintain centralized records for executed agreements, amendments, correspondence, financial documentation, approval records, and supporting materials.
  • Monitor agreement performance throughout the contract lifecycle, including key deliverables, payment milestones, renewal dates, expiration dates, amendments, extensions, and closeout activities.
  • Proactively identify, investigate, and resolve contractual, operational, and financial issues that may arise during the term of an agreement.
  • Maintain and enhance departmental contract tracking systems, including Smartsheet databases and reporting tools, ensuring accurate documentation of agreement terms, financial obligations, deadlines, and compliance requirements.
  • Develop, implement, and continuously improve contract administration workflows, leveraging technology and automation to increase efficiency, transparency, and accountability.
  • Manage all financial activities associated with professional service agreements, ensuring contractual obligations are accurately reflected in departmental financial records.
  • Review and process invoices for payment in accordance with contract terms and institutional requirements.
  • Generate and monitor accounts receivable activities, including preparation and distribution of invoices to internal and external entities, reconciliation of outstanding balances, and follow-up on collections when necessary.
  • Calculate, coordinate, and process faculty and provider compensation associated with contractual agreements, ensuring payments are supported by appropriate documentation and comply with contract terms.
  • Monitor contract revenues and expenses throughout the life of each agreement to ensure financial performance aligns with approved budgets and contractual commitments.
  • Provide faculty, leadership, and finance staff with regular and ad hoc financial updates, including revenue, expense, utilization, and remaining balance information related to active agreements.
  • Ensure compliance with applicable University, School of Medicine, CU Medicine, and State financial policies, minimizing financial, compliance, and operational risks.
  • Support departmental strategic initiatives by identifying opportunities to improve contract management practices, enhance financial oversight, and strengthen reporting capabilities.
  • Perform other duties as assigned.
  • Analyze contract-related financial data to evaluate performance, identify trends, forecast revenues and expenditures, and support operational planning.
  • Develop and maintain reports, dashboards, and metrics to monitor agreement activity, financial performance, payment status, contract utilization, and compliance requirements.
  • Reconcile agreement balances and investigate discrepancies to ensure financial accuracy and integrity.
  • Prepare financial summaries and recommendations for faculty, departmental leadership, and finance personnel to support strategic and operational decision-making.
  • Identify opportunities for process improvements, operational efficiencies, and enhanced financial controls related to contract administration and agreement management.
