About The Position

As the Contracts Compliance Administrator at Western State Hospital (WSH) within the Behavioral Health and Habilitation Administration (BHHA) in the Department of Social and Health Services (D SHS ), you'll provide leadership, contract oversight, strategic planning, education and training, and quality improvement activities that affect all WSH departments to ensure contract compliance with applicable federal and state laws and standards. You will be responsible for monitoring contracts for compliance with state procurement policies and state law. This position reports to the Chief Financial Officer and has two direct reports. The Contracts Administrator will provide support to the Chief Executive Officer CEOs), Deputy Chief Executive Officers (DCEO) and the WSH Governing Body. In this role, you will act as liaison to the Attorney General's (AG) Office, federal and state auditors, and hospital staff (subject matter experts) to ensure contract compliance, maximize the efficiency of operations at the facilities, and ensure quality of service rendered. You'll be responsible for advising Executive Leadership during the procurement process and will assist in drafting language that is specific to the intent of the contract, review and evaluation of contract terms, technical specifications, contractual requirements, amendments, and special provisions. You will facilitate and administer contracts for WSH and OHBH, including client services, professional services, interagency, and operational (Affiliation Agreements, DES Master Contract and Hospital Premier contract and Data Sharing agreements). You'll have the opportunity to work with subject matter experts to develop statement of work for inter-governmental agreements and coordinating with hospital management to ensure WSH procedures are followed and payment coordination.

Requirements

  • A bachelor’s degree in business administration, contract management, or closely allied field AND five years of administration experience to include: Contract negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses or contract compliance administration with an emphasis on highly complex contracts.
  • Each year of experience may substitute year for year for education requirement.

Responsibilities

  • Ensure contract compliance across all departments, ensuring alignment with state and federal laws.
  • Serve as a strategic partner to the CFO, CEO, DCEOs, and the Governing Body.
  • Act as liaison to the Attorney General’s Office, auditors, and internal subject matter experts.
  • Administer and monitor contracts for WSH and OHBH, including client services, professional services, interagency agreements, and operational contracts.
  • Develop statements of work and coordinate service expectations, procedures, and payment structures.
  • Advise executive leadership on procurement strategy, contract language, amendments, and technical requirements.
  • Drive quality improvement that enhances patient care and operational performance.
