About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units. The Office of Procurement supports the agency’s mission by managing the procurement of contracts that deliver critical services to children, youth, and families throughout New York City. In accordance with the City’s Procurement Policy Board (PPB) Rules and other applicable procurement requirements, the Office partners with ACS program, finance, and legal divisions to plan, develop, and coordinate a wide range of procurement actions, including Requests for Proposals (RFPs), competitive sealed bids, negotiated acquisitions, renewals, amendments, and other contract-related actions necessary to support the continued delivery of essential services. About the Role The Procurement Analyst Level 3 (Contracting Officer) plays a central role in managing ACS’s human services procurement portfolio one of the most impactful and complex areas of City procurement. Human services contracting involves multi-year, high-value procurements that directly support preventive services, foster care, juvenile justice programs, and community-based interventions. The Contracting Officer will support competitive solicitations, conduct vendor responsibility reviews, process contract actions, and assist in ensuring compliance with PPB Rules and oversight requirements. This role is ideal for procurement professionals who enjoy problem solving, managing multiple priorities, and contributing to procurement activities that have a direct impact on NYC communities. It also provides an opportunity for civil service procurement professionals to expand their experience, manage increasingly complex assignments, and advance toward into senior procurement roles.

Requirements

Permanent (NOT PROVISIONAL) in the Civil Service Title of Procurement Analyst.
A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Responsibilities

Assist in administering competitive solicitations (RFx) by preparing solicitation documents, coordinating evaluation activities, and reviewing proposals and bids for responsiveness.
Prepare and process contract actions, including new awards, amendments, renewals, extensions, and other procurement-related transactions.
Coordinate procurement activities with program staff, vendors, oversight agencies, and other stakeholders to support timely procurement and contract registration.
Conduct vendor responsibility reviews and prepare responsibility determination documentation in accordance with applicable procurement requirements.
Review procurement documents to ensure accuracy, completeness, and compliance with PPB Rules and agency policies.
Process procurement transactions and maintain contract documentation in PASSPort, FMS, and other City procurement systems.
Monitor procurement milestones and assist in tracking contract actions to support timely processing and registration.
Maintain procurement records, including post-registration electronic filing and document management.
Assist with special procurement projects and perform other related duties as assigned.
