About The Position

Contracting Agent position in the petrochemical industry is responsible for optimizing contracting services to secure the most competitive bids efficiently and effectively, while minimizing costs and ensuring access to qualified contractors. The role facilitates procurement activities and adds value by leveraging buying power and advanced procurement techniques, ensuring that services are delivered on schedule and meet required quality standards, in support of both local and centralized procurement operations.

Requirements

  • Contingent on educational qualifications, candidates should have a minimum of 6 years of relevant experience in Purchasing or Contracting Department functions.
  • Proficiency in Microsoft Excel, Microsoft Word and Outlook.
  • Ability to work independently in a fast-paced environment.
  • Must be detail oriented.
  • Excellent verbal and written communication skills.
  • High School diploma or equivalent plus a minimum of 10 years direct job-related experience; or Bachelors degree with 6 years of direct job-related experience; or Associates degree with 8 years of direct job-related experience required.
  • Will require training in Company Policies and Procedures after hire.
  • Current employees must meet all technical and safety training requirements for current position, as specified in the Master Training Plan.
  • Must participate in the following subject training and pass required certifications.

Nice To Haves

  • Knowledge of AS400 is a plus.

Responsibilities

  • Perform contracting services for plant expansion and maintenance projects, ensuring delivery at the right time, with the right quality, quantity, and cost.
  • Execute well-defined contract actions in accordance with procurement procedures and established contracting techniques.
  • Evaluate and negotiate contract terms, independently assessing risk, cost, and compliance factors to make recommendations that align with organizational objectives.
  • Manage contracting activities related to both pre-award and post-award functions.
  • Ensure compliance with internal procurement policies and contracting guidelines throughout the contracting lifecycle.
  • Serve as a key stakeholder in the contracting process by making informed decisions on vendor selection, pricing structures, and contract modifications.
  • Evaluate contractor bid documents and technical specifications.
  • Analyze pricing, contractor qualifications, prior performance, commitments, and financial responsibility to recommend the most advantageous proposal.
  • Verify the accuracy and completeness of contract and purchase order documentation.
  • Issue Notices of Award and finalize contract agreements in accordance with company procedures.
  • Monitor market conditions and industry practices to support informed contracting decisions.
  • Assess bid responsiveness, contractor responsibility, and overall contractor performance.
  • Analyze complex contract issues and exercise independent judgment to resolve disputes, mitigate risk, and ensure favorable outcomes.
  • Lead contract review and approval processes, making autonomous decisions within established guidelines to support operational and financial goals.
  • Perform responsibilities in alignment with defined objectives, priorities, and deadlines.
  • Communicate and collaborate effectively with internal and external stakeholders, including Engineering Center staff, Maintenance and Operations teams, Accounting, and other relevant contacts.
  • Handle sensitive and confidential information with professionalism, discretion, and adherence to high ethical standards.
  • Promote cleanliness and order through the implementation of the Total House Keeping Maintenance program.
  • Emphasize Nothing Touch Ground program and No Visual Pollution program.
  • Maintain the plant in like new condition.
